1. Organizational Context

  1. Organizational Setting

The post is located in the Safety and Security Coordination Service (SSCS) in the Security and Information Assurance Division (SIAD) in the Administration, Finance and Management (AFM) Sector.

The Division is responsible for the management of all aspects of WIPO's information and physical security and safety and ensures that appropriate policies and procedures are in place and effective measures and controls are established to assess and mitigate threats and risks to the Organization.

As a member of the United Nations Security Management System (UNSMS), WIPO aligns itself with the goal of the UNSMS to enable the conduct of United Nations activities while ensuring the safety, security and well-being of personnel and the security of United Nations premises and assets.

  1. Purpose Statement

The incumbent is responsible and accountable to the Security Focal Point and the Director General for providing professional Security Risk Management (SRM) services to enable and support the safe, secure and resilient delivery of WIPO's mandate. This includes assessing the operational context, identifying and analyzing safety and security risks to personnel, assets, operations and programs, and implementing solutions to mitigate or otherwise manage those risks. The incumbent is responsible for ensuring WIPO's management and staff meet their mandatory obligations within the UNSMS.

  1. Reporting Lines

The incumbent reports to the Chief Security Officer (CSO) and Director of the Security and Information Assurance Division who is also the UN Security Focal Point for WIPO.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Lead the work of the Service, assess staff performance, determine staffing requirements and safety and security needs; establish priorities and objectives, implement and monitor security-related budgets, resources and assets; oversee the performance of security contractors; and ensure active management of results based targets; provide guidance and leadership to SSCS staff and managers with security roles and responsibilities.

b. Develop and manage WIPO's SRM system and ensure continuous compliance, through the implementation of a strategic security plan aligned to WIPO's Medium Term Strategic Plan (MTSP) and WIPO's Risk Management Policy.

c. Continuously seek to introduce, clarify, adapt and strengthen accountability mechanisms and supporting enforcement systems within the security and business line management structure.

d. Provide advice on strategic, tactical and policy issues related to UNSMS and accountability within the WIPO Security Management System.

e. Oversee adherence to all security policies, procedures, plans, and processes, promoting understanding and support for security requirements in business processes, and reporting compliance metrics to internal governing bodies.

f. Oversee the provision of threat monitoring, security risk analysis and management, and security advisory services to WIPO management and staff that allows the organization to carry out its mandate at an acceptable level of risk.

g. Serve as the Security Focal Point a.i. and represent WIPO at the Inter-Agency Security Management Network (IASMN) security policy decision-making bodies. Engage with corporate security service forums and conferences to transfer beneficial industry best practice and international standards to the WIPO SRM system.

h. Oversee the development, implementation and maintenance of a staff security training strategy that increases skills, awareness and knowledge of all personnel across the organization.

i. Support WIPO's Organizational Resilience Strategy and plans; ensure a robust emergency, preparedness and response capability is in place to address international and domestic security or safety events; provide leadership and incident management where there is an exceptional risk to the safety and security of WIPO personnel, premises and assets.

j. Liaise with UNDSS, international organizations, government senior security officials, police, military, intelligence, specialist providers, subject matter experts and diplomatic missions on prevention, preparedness, and response to regional or global security and safety threats and incidents and carry out any other duties as assigned.

3. Requirements

Education (Essential)

Advanced university degree in security management, risk management, public policy, international relations, business, law, law enforcement, political science, military science or related discipline. A first-level university degree in any of the above disciplines plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of an advanced university degree.

Education (Desirable)

Certification or training in ISO 31000 and service management.

Professional security management training from a recognized law enforcement agency, UNDSS, or other competent body.

UNDSS certification in any of the following: Security Certification Program, Security Analysis Practice and Process, Hostage Incident Management, Occupational Safety.

Experience (Essential)

At least 10 years' relevant experience in security risk management, developing and implementing security strategies, and managing complex security operations in high-risk environments, working for an International Organization, government, law enforcement, public or private sector.

Experience managing staff.

Experience (Desirable)

Experience in performance-based security service management, business continuity, occupational health and safety, aviation security, firearms management, investigations, conference and event security management, emergency preparedness and response, intelligence and analysis, facility security management, close protection operations, travel risk management, training and awareness development, ICT management, security policy development and security program design and implementation.

Experience working within the UNSMS.

Project management experience (using PRINCE2) and/ or results based management.

Language (Essential)

Excellent written and spoken knowledge of English or French and good knowledge of the other.

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the April 15, 2021 rate of 79.3%
