ORGANIZATIONAL CONTEXT

The United Nations World Food Programme (WFP) is the frontline UN agency in the fight against hunger. Since its creation in 1963, WFP staff around the world have worked tirelessly to eradicate hunger. Each year, WFP feeds more than 90 million people in over 70 countries. Recently, WFP has been diversifying its portfolio along the humanitarian and development spectrum with preparedness and immediate response emergency operations; recovery and resilience activities, including the implementation of capacity strengthening for social safety nets, school meals, nutrition- sensitive activities as well as progressive local purchases; and the provision of emergency logistics, telecommunications and aviation services.

In Haiti, WFP is working with the government in all 10 departments of Haiti to enable a school feeding programme in line with the government's policy directions in the sector. In 2021-2022 WFP will assist more than 350,000 children with a daily nutritious meal. For most of these children, the meal provided by the canteen remains their only meal of the day and an incentive to attend school. Therefore, schools become opportunities for dialogue not only with the children but with the whole community.

THR ROLE

WFP Haiti is uniquely positioned to support a sustainable school feeding programme in Haiti. WFP possesses a strong operational footprint and field presence in Haiti, with the capability to reach Haiti’s most inaccessible schools throughout the school year and during crises.

This ensures the reliable provision of school meals, and a predictable safety net to the targeted children and communities. WFP is also best positioned as the lead government school feeding partner at the national and local level. In 2014-15, WFP Haiti took the lead in partnering with the government and coordinated with all relevant stakeholders to initiate a consultative process which resulted in the decision to develop the following: the first national school feeding policy, the establishment of a government-led School Feeding Task Force, and the organisation of a national SABER workshop (in August 2015). Another SABER workshop was organized in the first quarter of 2022 to update the national school feeding policy and to understand the gaps and ways forward.

In Haiti, school meals are an important social safety net in fighting malnutrition. It complements the government’s efforts to guarantee basic education for all children, increasing enrolment and retention rates, as well as preempting short-term hunger that negatively impacts their learning abilities. WFP and its partners provide assistance to the most vulnerable populations in order to achieve the Zero Hunger goal. WFP is involved in the implementation of a school feeding programme, which is the largest food safety net in the country, as well as in resilience, social protection, nutrition and emergency preparedness and response activities.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Resilience and Sustainable Change and in close coordination with the Regional School Feeding Programme Advisor, you will be responsible for the management of WFP Haiti School Feeding operations and will carry out the following tasks:

A) Management of the School Feeding Programme

  1. Ensure alignment of WFP Haiti school feeding programme with WFP policies and best practices regarding school meals, nutrition, local purchases and gender equality;
  2. Develop, deploy and test innovative approaches and strategies in support to the government’s 2030 vision for the national school meals programme;
  3. Manage WFP school feeding operations, ensuring negotiations, performance management and administrative follow-up of Field Level Agreements signed with cooperating partners, including respective budgets and reports;
  4. Ensure the best use of assigned financial resources for achievement of School Feeding Operations objectives;
  5. Identify, highlight and mitigate potential risks to programme delivery, service up-take and effectiveness of the interventions; keeping reliable databases/dashboards up-to-date on food delivery and distribution, list of schools assisted, number of beneficiaries covered by the project;
  6. Lead, motivate and develop the School Feeding Operations sub-section team to enable high performance;
  7. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective School Feeding programmes.

B) Donor Relation and Fundraising

  1. Work closely with the Monitoring & Evaluation unit in producing school feeding analysis and reports, including on donor specific indicators;
  2. Contribute to the timely delivery of donor periodic reports, including the preparation of informative, advocacy and dissemination materials to be published on communication channels.
  3. Contribute to resources mobilisations efforts for WFP School Feeding projects providing inputs to funding proposals and identifying financing opportunities for school meals in Haiti;

C) Sector Coordination and Strategic Partnership

  1. Establish and maintain operational partnerships and coordination to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work (educational sectorial groups, thematic groups on school feeding, with UN agencies or IFI);
  2. Support the Government to take the lead on these discussions;
  3. Ensure that all relevant education sector partners are informed of key WFP activities including WFP capacity strengthening work;

D) Strategic Engagement with Government Counterparts

  1. Engage and Consult regularly with Government administrations involved in school feeding operations or regulations;
  2. Coordinate and provide technical inputs for Capacity Strengthening activities planned for the upcoming two school years.
  3. Act as a Government focal point for school feeding related WFP's operations;

E) Increased convergence between resilience CSP’s activities

  1. Design and implement a strategy to further develop the CSP activity 4's portfolio “Develop and improve local production by strengthening smallholder farmers’ access to markets”.
  2. In line with the National School Feeding Policy's commitment to increase the share of local produces in the school feeding basket, increase synergies between activity 3, 4 and the Home Grown School Feeding Programme (Activity 5)
  3. Increase synergies and joined activities with CSP’s activity 6 “Provide food assistance to vulnerable households for the creation and rehabilitation of assets to build resilience to shocks and introduce integrated risk management in communities exposed to climate risks”.

F) Increased Collaboration Between Units and Innovative Process

  1. Coordinate internally with other functional areas, namely Supply Chain and Resources Management, to ensure a consistent pipeline of food to schools and beneficiaries;
  2. Increase collaboration with the M&E unit to ensure that key quantitative data collected through WFP's systems is displayed in interactive dashboards that provide insights for activity and operational management of the school feeding programme;
  3. Collaborate closely with the information management officer to improve qualitative and quantitative information sharing, reporting process as well as unit library of documents;
  4. Collaborate with the Green Project unit to improve cooking practices in WFP supported schools through the use of gas stoves and heat bag retention;

Other tasks, as required and assigned by the supervisor or by the senior management.

QUALIFICATIONS & KEY REQUIREMENTS

EDUCATION:

You have:

  • University Degree in International Affairs, Economics, Education, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or Secondary Degree with additional years of related work experience and/or trainings/courses.

EXPERIENCE:

You have:

  • At least five years of postgraduate progressively relevant experience in the areas of food security, nutrition, education, health and monitoring and evaluation;

LANGUAGE:

You have:

  • Fluency (level C) in both oral and written communication in English and French;
  • Intermediate knowledge (level B) of the regional (LAC) language (Spanish) is an asset.

  • Capacity to create, maintain, analyze and review activity budgets and plans for large programs;
  • Understanding of the food security, nutrition, agriculture and education sectors;
  • Proven ability to work in partnerships with a wide range of local and international development actors;

TERMS AND CONDITIONS

  • This is an International Professional position and candidates must be a national of a country other than the country of assignment.
  • Mobility is and continues to be a core contractual requirement in WFP. This position is classified as "rotational" which means the incumbent shall be subject to the regular reassignment process. The selected candidate will be employed on a fixed-term contract with a probationary period of one year. This position is open to both internal and external candidates.
  • WFP offers an attractive compensation and benefits package in line with ICSC standards (http://icsc.un.org) including basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
  • The selected candidate will be required to relocate to Port au Prince, Haiti to take up this assignment.
