1. Organizational Context

  1. Organizational Setting

The post is located in the Global Challenges Division whose objective is to strengthen WIPO's position as the leading intergovernmental forum for addressing the intersection between intellectual property and global public policy issues. The Division engages substantively with other UN and intergovernmental organizations, the private sector, and civil society in order to lead and inform policy deliberations. Importantly, the Division develops practical contributions to demonstrate in tangible ways the benefits of intellectual property in the search for solutions to major challenges facing humanity, including global health and climate change.

  1. Purpose Statement

The Head of Global Health forms part of a multi-disciplinary team focusing on global health issues and plays a lead role in advocating for and advancing the global health program and its strategies, initiatives, and activities, with an emphasis on establishing partnerships and working with external partners in relation to global health.

  1. Reporting Lines

The incumbent works under the supervision of the Director of the Division.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Lead, plan and manage the Global Health unit's work to ensure the effective management and efficient use of all financial, human and other resources. Develop planning and budget proposals and activities in conformity with defined outcomes and objectives. Assess and ensure individual and team operational performance levels, as well as overall Key Performance Indicators (KPIs) for the global health portfolio and take action as appropriate.

b. Conceptualize, design, implement, evaluate and manage highly innovative initiatives and projects involving external parties to address global health issues and advance the Organization's reputation, especially WIPO Re:Search. As an authoritative expert, take a lead role in developing and improving methods and systems for the design and evaluation of projects.

c. Assess developments, challenges and issues in global health and provide analysis and advice to the Director on areas presenting an opportunity for further development, taking into account economic, social and political conditions.

d. In collaboration with the Director, develop program strategies and policy related to global health. Formulate and develop conceptual approaches and policy frameworks for cooperation activities and manage the preparation of related reports.

e. Lead proactive engagement with WIPO Re:Search partners and members and promote WIPO coordination with governmental, NGO, industry and other stakeholder groups on global policy challenges related to health, including organizing and leading global-health focused seminars and side events. Identify and initiate measures to strengthen institutional relations and build sustainable partnerships.

f. Design and develop processes and mechanisms for improved horizontal collaboration and strategic alignment; coordinate efforts with concerned work units in the sector and throughout the Organization to share knowledge and identify advocacy and communications opportunities within WIPO's activities on global health.

g. Represent the Organization at national, regional, and international meetings.

h. Perform other related duties as required.

3. Requirements

Education (Essential)

Advanced university degree in international relations, health, law, regional studies or other relevant discipline. A first-level university degree plus an additional two years of professional experience may be accepted in lieu of the advanced university degree.

Experience (Essential)

At least ten years of progressive professional experience in policy analysis, advocacy and public-private partnerships, with a strong focus on global health, preferably in both an international and corporate environment. Demonstrated record of establishing and managing multi-sectoral partnerships related to intellectual property and global health issues.

Language (Essential)

Excellent knowledge of written and spoken English.

Job Related Competencies (Essential)

Broad understanding of the work of WIPO.

Excellent understanding of the global health ecosystem, its actors, stakeholders, and key policy issues. Knowledge of health system building blocks and how IP interfaces with these.

Proven track record in successfully managing multi-stakeholder partnerships and initiatives, preferably in the areas of global health and/or health research.

Knowledge of the policy processes, legal structures and practices of organizations in the UN system and organizations dealing with intellectual property-related as well as global health issues.

Proven ability to provide strategic direction, formulate policy and implement new strategies and procedures specifically in the global health space. Results oriented and forward looking.

Proven ability to proactively and rapidly analyze and assimilate complex new issues.

Familiarity with pharmaceutical research and drug development process.

Excellent communication skills; proven ability to communicate technical subject matter to non-specialist policy makers.

Ability to negotiate and obtain support for policies and decisions from senior management and stakeholders.

Strong analytical, decision-making and problem-solving skills.

Sound judgment and integrity.

Good interpersonal skills and ability to establish and maintain effective partnerships and working relations in a multi-cultural environment with sensibility and respect for diversity.

Job Related Competencies (Desirable)

Experience in relevant private sector industries or other sectors/institutions addressing global health issues.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2021 rate of 86.3%
