1. Organizational Context

  1. Organizational Setting

The post of Head of the Enterprise Business Capabilities (EBC) Section is located in the Enterprise Solutions Division, Department of Program Planning and Finance.

The Enterprise Solutions Division is responsible for the evolution and maintenance of WIPO’s portfolio of ERP Administrative and Management applications collectively known as the Administrative Integrated Management System (AIMS). AIMS portfolio of products includes a combination of commercial off the shelf (COTS) and custom developed applications based on Oracle Hyperion, Taleo, PeopleSoft FSCM & HCM, Acuity Stream (for risk management) and others.

  1. Purpose Statement

The EBC Section Head oversees the implementation and support of WIPO’s next-generation enterprise business applications, including reporting, enterprise performance management (EPM), hybrid integration platform and other Cloud (SaaS) applications.

S/He liaises with key stakeholders, business partners, technical teams and service providers across WIPO to create, drive and deliver solutions that support and streamline business processes. This involves playing a vital role in the decision-making process regarding technology selection, procurement and resource planning in support of the transformation projects.

  1. Reporting Lines

The incumbent works under the supervision of the Director, Enterprise Solutions Division.

2. Duties and Responsibilities

The incumbent will perform the following principal duties:

a. Manage and oversee the work of project managers and other information technology professionals and staff involved in the execution of the Organization's AIMS transformation projects & initiatives, combining managerial responsibilities with in-depth hands-on technical expertise in ERP domains and cloud SaaS applications;

b. Manage the on-going support of applications, technical platforms and service delivery for the Analytics, Enterprise Performance Management, Applaud Portal, Integration Platform (iPaaS) and other cloud SaaS applications;

c. Manage the quality assurance functions within the Division, including management of staff and other resources and oversee the implementation of tools and test automation scripts;

d. Responsible for appropriate staffing, staff management, performance management, and continuous service improvement of the assigned domains;

e. Manage delivery and SLAs by guiding incident resolution, problem management, maintenance, and enhancement tickets raised by the end users for AIMS nGen business applications once transitioned to operations;

f. Bridge the gap between technology and business and facilitate innovative and effective use of technology through communication and provisioning of training;

g. Undertake a review, analysis, and evaluation of business processes, systems and user needs in support of enterprise transformation initiatives. Translate business needs into actionable requirements or provide valid business process re-engineering recommendations;

h. Act as a voice of authority for the ERP integration domain and the promotion of systems and application practices allowing for effective integration and supervise the team responsible for the delivery of integration platform services;

i. Manage procurement processing of Statements of Work, Terms of Reference & Purchase Orders for projects and work-plans in your area of responsibility. Liaise with relevant stakeholders and business divisions to process all contract-related artifacts and invoices;

j. Provide leadership, direction and day-to-day oversight to the AIMS Reporting team, including staffing, budgeting, user support and other relevant management and administrative functions;

k. Develop various formal and informal artifacts to communicate the vision, roadmap, architectural decisions, patterns, adopted reference standards, etc.;

l. Develop relevant metrics, measures, and publish the performance of the services provided and enable continuous improvement activities in collaboration with peer groups;

m. Perform other duties as necessary.

3. Requirements

Education (Essential)

Advanced university degree in computer science, information technology, business administration, financial management or a related discipline. A first-level university degree plus two years of relevant experience in addition to the experience requested below may be accepted in lieu of the advanced university degree.

Education (Desirable)

ITIL and / or project management certification such as PRINCE2.

Experience (Essential)

Ten years of professional experience in ERP informational technology disciplines, e.g., system design, development, implementation, software applications and interfaces, production operations, quality assurance and systems management.

Proven record of accomplishment leading full SDLC projects, from inception to post-delivery support, with Enterprise Application management, particularly ERP, CRM.

Minimum six years of experience leading large-scale complex IT projects to address business needs in more than one of the following business domains: Program Planning & Budgeting, Finance, Procurement, Travel, Events and Meetings Management and Contact/Master Data Management.

Three years of experience in Data Warehousing (ETL) methodologies, reporting and database management and data visualization through a tool similar to Tableau, Power BI or OBIEE.

Minimum three years of relevant work experience in international development, project management, change management, ERP implementations and/or large-scale organizational change efforts.

Vendors management experience.

Professional experience implementing or supporting at least one Cloud SaaS applications.

Experience (Desirable)

Experience implementing and supporting EPM applications like EPM Cloud, Board or Anaplan.

Demonstrated experience with DevOps, Automated Testing and Agile practices.

Language (Essential)

Excellent knowledge of written and spoken English.

Language (Desirable)

Knowledge of French.

5. Information

Mobility: WIPO staff members are international civil servants subject to the authority of the Director General and may be assigned to any activities, office or duty station of the Organization. Accordingly, the selected candidate may be required to move from time to time to new functions and/or to another duty station.

Annual salary****:

Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment. Please note that this estimate is for information only. The post adjustment multiplier (cost of living allowance) is variable and subject to change (increase or decrease) without notice. The figures quoted below are based on the March 2022 rate of 81.7%

* Initial fixed-term appointment of two years, renewable subject to satisfactory performance and other applicable conditions. The selected candidate will be subject to an overall term of five years with no possibility of renewal beyond that term. This is not applicable to WIPO staff members on fixed-term, continuing or permanent appointments, who were recruited following a competition under Staff Regulation 4.10 (“Appointment Boards”).
