This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Within the delegated authority and under the supervision of Budget Officer and HACT Specialist or his/her designated mandated representative(s), the UN Volunteer HACT Associated will:

  • Revise all the proposals of Small-Scale Financial Agreements (SSFA) and Programme Cooperation Agreements (PCA) and assure that they comply with the Harmonized Approach to Cash Transfer (HACT) and Funding Authorization and Certificate of Expenditure (FACE) procedures, under the supervision of the Budget Officer.
  • Provide support for eTools web platform for all the clients in the Country Office, monitoring all partnership agreements in eTools, and the different modules that are integrated in e.tools and its dashboard and alerting when some step or document is missing.
  • Update the Dashboard of the HACT quality assurance plan and follow up with the persons involved.
  • Provide support in reviewing FACE report and Direct Cash Transfers (DCT) reports in the country office.
  • Ensure capacity building on the issues related to HACT and FACE for new implementing partners and new program staff in the Country Office, with the close supervision of the Budget Officer.

Educational additional comments

Degree in Finance, Project Management, Administration or related field.

Language skills

  • Spanish(Mandatory), Level - Fluent
  • English(Optional), Level - Working Knowledge

Area of expertise details

  • Experience in the UN system and in HACT & FACE is highly desirable and a strong advantage.
  • Excellent drafting, formulation, and reporting skills
  • Ability to work inclusively and collaboratively with a range of partners
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
  • Expertise in Excel and Microsoft office package.
  • Fluency in spoken and written Spanish is required;
  • Good command of English is an advantage.
