Result of Service The main activities to be carried out within the framework of this consultancy are the following: 1. Provide technical support and coordination to the PAGE Activities in the seven PAGE counties in Latin America and the Caribbean (Argentina, Brazil, Barbados, Guyana, Guatemala, Peru and Uruguay); this includes the following activities a) Support the coordination of PAGE activities in the PAGE countries in Latin America (Argentina, Brazil, Barbados, Guyana, Guatemala, Peru and Uruguay) in close cooperation with the PAGE National Coordinators and with PAGE Secretariat. b) Coordinate and support implementation of PAGE activities with UNEP´s core team from the Latin America and Caribbean office and the PAGE Secretariat. c) Assist in the review and provide technical inputs to the Green Economy studies, reports and material produced by the countries. d) Support the planning and organizing of PAGE workshops, seminars, capacity building activities with relevant partners, as well as revising and providing technical feedback on related project documents and communication tools (brochures, factsheets, presentations, etc.), as requested. e) Provide information to PAGE Secretariat (inputs for the website, newsletters), reporting on progress and indicators, preparation of briefings and PPT, and other relevant information requested by PAGE Secretariat and UNEP. f) Ensure good cooperation and communication with all focal points of PAGE UN Agencies in the 7 PAGE countries on Latin America, including participating in the periodical conference call, sharing information, identifying synergies and cooperation with other initiatives and/or partners. g) Monitor and report progress of the National work plans in the 7 PAGE countries in Latin America and the Caribbean (LAC), and prepare progress reports and budget revisions. h) Undertake field missions to support PAGE activities, as requested.

2. Support Green Economy activities and visibility of PAGE work in the region, this includes the following: a) Share relevant information with all PAGE countries in the region. b) Position PAGE work with strategic partners, such as GO4SDGs and the Alliance Pacific´s Green Growth Platform (Chile, Colombia, Mexico, and Peru), sharing information and best practices, ensuring UNEP participation, inputs, and contributions to the work plan of the platform; and build cooperation with the Green Growth Knowledge Platform and other UNEP activities related to Green Economy and Resource Efficiency. c) Identify funding opportunities on Inclusive Green Economy and prepare joint project proposals, related to Green Economy and Resource Efficiency.

3. Regional focal point for PAGE Secretariat, sharing regional reporting and proving regional inputs for global events and activities a) Support organization of a high-level PAGE events (Ministerial conferences, PAGE Academy, Green Latin-American Awards, side events, etc.) b) Ensure participation from regional government representatives and stakeholders and major international actors. c) Support with regional inputs for the preparation of annual report for all PAGE activities in the country in consultation with national and global partners. d) Participate, as requested, in the regular communication with the PAGE Secretariat and inter-agency meetings. e) Contribute, as requested, to the design and production of high-quality promotion and communication material adapted to a national and regional context. f) Liaise with the Geneva UNEP PAGE team on internal reporting activities related to the UNEP PAGE project document. g) Assist in identification and mobilization of local or regional funding opportunities for green economy and resources efficiency in the country as well as the region.

Work Location Home-based

Expected duration 12 months

Duties and Responsibilities The consultancy will be supervised by the regional Sub-programme coordinator in the Finance and Economic Transformations Unit (FET), who will work in close coordination with the FET Unit in LACO. The consultant will work home-based from where she/he will implement the tasks mentioned below.

Qualifications/special skills Master’s Degree in a field related to environmental sustainability, resource management or sustainable development. (required)

Additional 5 years of progressive experience in project implementation in resource economics and sustainable development, including producing policy analysis and providing policy advice, combined with a Bachelor’s Degree can be accepted in lieu of a Master’s Degree A minimum of five (5) years of relevant professional experience, including at the international level, involving programmes/projects promoting green economy in LAC region is required. A minimum of 3 years of experience in project implementation in all phases of the Project Cycle in public sector organizations is required. Experience engaging with multiple stakeholders for project implementation is desirable. Experience working with UNEP and/or other UN organizations is desirable.

Languages Fluent English and Spanish is required. Knowledge of other official languages in the United Nations System is an advantage.
