OBJECTIVES OF THE PROGRAMME

The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on the Global Action Plan on Antimicrobial Resistance and the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs). It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with Food and Agriculture Organization (FAO), World Organization for Animal Health (OIE) and other United Nations and international agencies and facilitates the creation of common goal and vision through innovative partnerships, political engagement and promoting multisectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed and the environment. Its main objective is to support the development, implementation, and monitoring of One Health National Action Plans for Member States and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation and communication, research and development in their health and development agendas in partnership with FAO, OIE and other key partners. The Office of the Assistant Director-General provides support to the Director-General and the Deputy Director-General in directing the work of the Organization within the framework of WHO's Constitution to maximize the Organization- wide contribution to the work of Member States in achieving significant gains in health status, and progressively realizing the objective of the attainment by all peoples of the highest possible level of health.

DESCRIPTION OF DUTIES

Under the overall supervision of ADGAMR and in close collaboration with the Management Officer and Executive Officer AMR, the incumbent will:

1. In close collaboration with CRM, act as focal point for development and implementation of the AMR Division's strategic approach to resource mobilization and engagement with key funders, including multilateral organizations, bilateral donors, foundations, and the private sector.

2. Ensure AMR implementation of WHO's Contributor Engagement System (CEM) and provide support on the use of CEM the AMR Division.

3. Coordinate AMR Division input to CRM portfolio managers including on WHO contributor profiles, engagement plans, strategic dialogues and partner/donor events, and donor communication and visibility (WHO impact sheets).

4. Contribute to CRM's donor briefing materials to be used as advocacy and fundraising tools and research the interests and application requirements of the main donors and other sources of funding, by identifying trends as well as opportunities and risks andp ositioning AMR as appropriate.

5. Keep CRM informed of AMR programmatic priorities, initiatives, and funding gaps.

6. Keep the AMR Division informed of CRM-led events and resource mobilization efforts,

7. Work with CRM on resource mobilization for the AMR Division by facilitating division-wide and department-specific proposals.

8. Support the development of concept notes and comprehensive proposals and funding applications, ensuring alignment with WHO's and AMR's missions and visions.

9. Develop legal agreements and donor correspondence in collaboration with CRM, LEG and FNM. 109.

10. Track AMR income projections and pipeline funding, funding status and work with CRM to take necessary action to fill funding gaps;

11. Contribute to efficient and timely cross-cutting grant and project management; support projects throughout the project life cycle: monitor implementation rates and reporting deadlines and ensure activities and expenditures are aligned with the terms and conditions set out in individual donor agreements.

12. Provide qualitative feedback to the ADG and the Directors, and ensure pertinent follow-up actions where required

13. Develop cross-cutting technical reports for donors in collaboration with regional and country offices.

14. Act as the point of contact for representatives of assisting and cooperating agencies for antimicrobial resistance. Liaise on collective actions and collective results from internal and external actors, especially those focused on mobilizing resources for AMR.

REQUIRED QUALIFICATIONS

Education

Essential:

  • Advanced level university degree (Master's level or above) in public health, international health, international relations, social sciences, public administration, business administration or management from an accredited/recognized institute.

Experience

Essential:

  • At least seven years' related experience, at the national and international level in external relations and partnerships preferably including in resource mobilization and/or grants management.
  • Documented achievements in building partnerships and fundraising activities.
  • Proven experience in writing resource mobilization proposals, donor reports and related documents.

Desirable:

  • Prior working experience with WHO/UN or with an international nongovernmental or recognized humanitarian organization.
  • Demonstrated working experience in a multi-cultural environment related to aspects of public health, particularly with the technical subject matter - AMR.
  • Experience with the technical subject matter AMR.
  • Demonstrated experience at regional and/or country levels.

Skills

  • Experience in public health in an international setting.
  • Ability to independently manage multiple projects concurrently in a politically sensitive environment.
  • Excellent analytical, financial, management and evaluation skills.
  • Demonstrated abilities to conduct research, collect and analyze data and present results in a clear and concise manner while maintaining objectives related to advocacy.
  • Outstanding communication skills with knowledge of writing styles and language for diverse audiences.
  • Excellent negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities, donors, and non-health actors.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5271 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
