Background

Niger is facing a multifaceted humanitarian crisis marked by deepening conflicts and more violent attacks by non-state armed groups affecting civilians forced to flee, climate related crises with extreme high temperatures followed by devastating floods compromising populations’ livelihoods, all compounded by recent funding cuts for both development and humanitarian aid.

The displacement crisis in Niger counts as of March 2025, 985,784 forcibly displaced people including refugees and asylum seekers (3% increase since 2024), internally displaced people – IDPs (25% increase since last year and returnees (UNHCR, March 2025) For 2025, the number of people in need is projected to rise to 832,946 due to ongoing insecurity and climate-related shocks.

NRC Niger set-up an Area Office in Niamey in 2019 covering field offices in Tillabéri and Maradi regions and has been established as a full-fledged Country Office (CO) since June 2023 to contribute to the protection challenges faced by displaced populations.

The purpose of the Grants Coordinator position is to support the Head of Programme and the programmes team in ensuring effective grants management including, internal and donor compliance requirements, timely and quality reporting as well as supporting proposal development under NRC’s Project Cycle Management (PCM). Under the partnership framework, the position aims to lead the engagement with NRC Niger strategic partners through the partnership cycle, coordinating all the activities and phases working closely with the support and program teams. This position is line-managed by the Head of Programme.

Responsibilities

Role and responsibilities

The purpose of the Grants Coordinator position is to provide essential grant and partnership management support to the Head of Programme in delivering quality programmes in line with the NRC CO strategy and Plan of Action.

The following is a brief description of the role.

Generic responsibilities (max 10)

Adherence to NRC policies, tools, handbooks, and guidelines and consideration of NRC global and regional strategies when executing functions related to this role;

Contribute to the development and maintenance of overview of all grants, donor requirements, rules and regulations, and internal and external deadlines;

Support the development of donor applications and narrative and financial reports, as well as ensuring donor compliance and quality control;

Support the Head of Program to continuously improve internal grant management systems;

Provide an internal helpdesk on donor related issues, including donor rules and regulations, as well as proposal and report writing;

Supervise the management of the full cycle of the Project Implementation Agreements (PIA) process with local partners, including but not limited to Due Diligence (DD) and Organizational Capacity Assessments (OAT) processes;

Contribute to the Project Cycle Management (PCM) procedures and usage of the NRC PCM framework in the Country Office as delegated by the Head of Programme;

Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work;

Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific responsibilities

Funding Identification and Proposal Development

Organize proposal planning meetings (PPM) and coordinate dissemination of relevant information to relevant staff;

Coordinate and support development of high-quality proposals using relevant NRC Grant Management tools and guidance (proposal development calendar, internal log-frame, procurement plan, internal budgeting tool).

Grants Management

Work with the relevant Area Manager (s)/ Core Competency Specialist (s) to ensure Grant Opening Meetings (GOM) are arranged and take place within 30 days of the grant being activated and all mandatory internal documents are in place (internal log frame, internal budget, procurement plan, MEAL matrix) and updated regularly;

Coordinate all the internal and external reporting (e.g, narrative, financial) requirements as per the donor agreements;

Coordinate all the NRC PCM meetings as per the internal framework;

Assist in training and capacity building of field staff on NRC grants management/donor compliance and PCM as required.

Donor Compliance

Be familiar with all NRC organizational and donor portfolio compliance requirements and ensure high quality management of grants;

Work with other departments (i.e. programmes, finance, MEAL, Risks and Compliance Coordinator, logistics) to ensure all documentation required is ready and available for audits (e.g. vouchers, distribution lists).

Partnership Management

Support to develop a positive organizational culture to working with local partners;

Provide training and coaching support to programme and support staff to ensure they are clear on their roles and responsibilities with regards to partnership and how to do this;

Proactively solve conflicts and address issues and misunderstandings that could occur between NRC and various partners;

Coordinate regular partnership committee meetings to ensure senior management is kept informed of progress and guides future direction;

Act as a help desk to any partnership queries from colleagues.

Project Implementation Agreement (PIA) Management

Ensure that donor requirements/procedures are reflected in the PIAs and modification requests;

Support in negotiating new projects and programs with partners, including coordinating technical and financial requirements in line with donors' requirements/procedures;

Supervise or directly draft partnership agreements and/or contractual documents required for implementation of new projects;

Provide technical guidance to staff working across areas on topics related with partnership;

Provide oversight of partner projects ensuring that key steps are followed, such as kick-off and review meetings, and that key agreed checks, such as review of financial reports, take place as agreed;

General Administration

Ensure all documentation required to be kept by donors is available by maintaining high standard of information management/filing systems (both soft and hard copies);

Ensure correct maintenance of an up-to-date grants and partnership trackers;
