OBJECTIVES OF THE PROGRAMME

Unitaid is a multilateral partnership hosted by the World Health Organization. Unitaid is focused on making a unique and impactful contribution to the global response against HIV/AIDS, tuberculosis, and malaria and emerging pandemics in developing countries. It catalyzes improvements for the larger response through forward-looking and time-limited investments that are designed to increase access to better, more effective and more affordable health products (i.e.preventatives, medicines and diagnostics).These investments typically target market-based interventions such as pricereductions, improvements in quality and supply, and the introduction of innovative products more suitable for the populations in need.

DESCRIPTION OF DUTIES

Under the general guidance and supervision of a Grant Finance Manager:

  1. Provide sound expert financial and risk support to grant project teams: conduct financial and fiduciary assessments and participate to capacity assessment of grant applicants either independently, or under the guidance of the grant finance manager, review project budgets as well as any related finance deliverables and ensure reliability, relevance and quality of financial information.
  2. Support the project teams to negotiate cost efficient budgets and monitor the ongoing validity of financial assumptions supporting projects' plans and performance frameworks.
  3. Support grant project teams and coordinate with Legal department preparation offinancial annexes of grant agreements.
  4. Review project financial reports including budget/actual variance analyses, and ensure reliability, quality and relevance of the reported financial information.
  5. Assess grant financial performance and participate to the overall assessment of projects' performance.
  6. Review funding requests and prepare disbursement memoranda supporting funding decisions.
  7. Coordinate and monitor grant audits, and follow up on audit findings as well as on audit recommendations.
  8. Provide ad-hoc expert advice and guidance on any finance, risk and audit matters as necessary, and provide any relevant analysis supporting management decisions.
  9. As necessary, act as liaison person between the grant project team and the Risk Manager for risk and audit related matters, and coordinate/follow up on wrongdoing and loss incidents.
  10. Thoroughly compile and analyze data to support analyses of Unitaid's grant portfolio, including: maintain responsibility over files related to the grant portfolio.
  11. Systematically and regularly update all files held in relation to grants and reconcile data with grant management systems where relevant.
  12. Regularly update grant finance, risk and audit information in non-financial systems or analyses.
  13. Proactively engage in and participate to work streams of the Grant Finance unit, and take on any related tasks and projects including in relation to organizational projects led by the Secretariat and any continuous improvement initiatives on grant management systems, processes and tools.
  14. Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in finance, business, accounting, audit or related area; or a first degree in any other subject plus a professional qualification in Accounting, Financial Planning or Internal Audit (e.g. ACCA,CPA, CIA, CRMA). Desirable:

Experience

Essential:

  • At least 2 years of experience in project/program finance, project financial controlling/reporting, or in external or internal audit.
  • Experience working on grant or investment projects.
  • Experienceconducting financial or fiduciary risk assessment, due diligences or audits.
  • Some experience in an international context.

Desirable: Experience in, and demonstrated knowledge of, public health or international development or nonprofit sector.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3399 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
