WFP’s Regional Bureau for the Middle East and Northern Africa (RBC), based in Cairo, Egypt, provides strategic guidance, policy/technical support and direction to WFP operations and activities in 14 countries: Algeria, Armenia, Egypt, Iran, Iraq, Jordan, Lebanon, Libya, Morocco, State of Palestine, Syria, Tunisia, Turkey and Yemen. These country offices aim to assist roughly one-third of all of WFP’s beneficiaries (approx. 30 million) in some of the most critical humanitarian emergencies of our time. RBC is also active in the ‘Changing Lives’ side of WFP’s mandate, helping national governments and local communities improve nutrition, livelihoods, school feeding, social protection, climate and disaster risk reduction and other programmes that build resilience and support development. JOB PURPOSE

This consultancy is critical to implement the workplan of the RBC Government Partnerships team.

Under the supervision of the Head of the GP team and working in collaboration with members of the overall RBC Partnerships Unit, you will support Country Offices and RBC in the management and development of new and existing partnerships with governments and ensure maximum advocacy of the wok of WFP across the region.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Implement the work plan for the assigned area to enable WFP to identify, develop and strengthen quality partnerships in support of WFP operations in the region.

2. Proactively contribute to a partnerships portfolio, including partner profiling, data/trends analysis and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work.

3. Coordinate work with partnerships officers and other relevant colleagues to ensure partner visibility and that partner conditions are met.

4. Use data to propose options to managers to expand support from existing partners and to scope new partners, guided by programmatic assessment and context-specific analysis, with the aim to enhance the impact of WFP’s work and diversify the resource base.

5. Gather and share partner intelligence, including forecasting, using key information systems (e.g. Salesforce, FACTORY, WINGS, WFPGo).

6. Conduct analysis and draft quality briefs in support of outreach opportunities.

7. Gather socio-political insights to support WFP’s effective positioning vis-à-vis national governments, and regional and international institutions with the aim to influence the policy agenda.

8. Provide inputs to partnerships strategies, including the development and/or review of Country Offices’ Partnerships Action Plans.

9. Prepare and provide inputs for briefing documents for senior level management meetings with donors.

10. Maintain awareness of current affairs and donor policies and conduct analysis to understand how they may impact WFP activities and programmes in the region.

11. Proactively highlight strategic issues and propose options for the best course of action to nurture trust and partnership growth.

12. Other tasks as required.

DELIVERABLES

  1. Research donor background, policies and trends to support RBC Government Partnerships’ portfolio management and overall stewardship.
  2. Act as focal point for RBC funding data analysis and assist in production of reports on donor contribution trends.
  3. Act as focal point for RBC donor visibility and assist in production of visibility reports.
  4. Draft and assist colleagues in the drafting and review of briefing materials and presentation materials for senior management briefings to donors, member states and other partners.
  5. Assist in specific projects, including roll-out of new regional/corporate initiatives.
  6. Ensure timely response to requests for information including donor queries, liaising with colleagues at RBC, COs, HQ and Global Offices.
  7. Assist RBC/COs in development of different CSP resource mobilization and partnership strategies and action plans to address how to maintain/increase funding from traditional and emerging donors.
  8. Assist in the organization of Regional Partnerships Workshops.
  9. Other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or another relevant field, or First University Degree with additional years of related work experience and/or training courses.

Experience:

At least three years of postgraduate progressively responsible professional experience in international development, donor aid programmes or other related fields; previous experience with fundraising, negotiations, public relations/advocacy and work experience within the private sector are an asset.

Knowledge & Skills:

Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language.
