The Arab States region is a priority for focusing on disability inclusion, with rates and detrimental impacts of disability considered to be much higher due to the prevalence of armed conflict and high fragility, a situation exacerbated by long-term economic stagnation, entrenched gender inequality, and increasing environment-related challenges. UNDP RBAS, led by strong advocacy from senior management and the recruitment of a full-time specialist resource – themselves a person with disability – has therefore stepped up its disability inclusion engagement. The production and roll out of a ‘Regional Approach for Mainstreaming the Inclusion and Accessibility’ offers a foundation for an ambitious workplan in 2022, and aims for 2023, to strengthen UNDP’s technical offering and substantial support to persons with disabilities in the region. Key aspects of UNDP’s engagement include the establishment of a ‘Disability Focal Point Network’ within the organisation to bolster support to country offices, the hosting of a ‘peer learning’ workshop, the launch of a regional level programme on the intersection between disability inclusion and conflict, numerous guidance tools, including on disability mainstreaming, and the integration of persons with disabilities across the core streams within the RBAS Governance & Peacebuilding Team.

The assigned UN Volunteer will play a key role in supporting the team achieve these targets throughout 2022 and 2023. The assignment will include responsibility for delivering central aspects of the regional workplan on disability inclusion, such as the establishment of regional-level programming on persons with disability and conflict, creating guidance, providing technical support to implementing teams in country offices, and creating durable linkages and awareness with other streams within the Governance & Peacebuilding, such as conflict prevention, peacebuilding, prevention of violent extremism, rule of law, justice, and governance/SDG16.

National UN Volunteers in Jordan are entitled to:

• Monthly Volunteer Living Allowance (VLA) at the amount of JOD 896;

Under the overall guidance and oversight of the Regional Governance & Peacebuilding Team Leader, in close coordination with the Regional Focal Point for Persons with Disability, and directly supervised by the Governance & Peacebuilding Programme Analyst, the UN Volunteer will undertake the following tasks:

• Monitor and analyse trends related to UNDP’s work in the Arab region, with a focus on inequality, climate change, migration, and governance within the framework of the Sustainable Development Goals and the 2030 Agenda; • Explore opportunities to integrate and contribute technical expertise across the Governance & Peacebuilding portfolio, and beyond; • Conduct research to support analytical writing pieces on priority and emerging development themes in the region; • Support to the development of a regional programme focusing on disability and climate change and/or conflict contexts, and implementation of activities alongside relevant col-leagues, employing project management best practices; • Contribute to the development and implementation of the disability portfolio communication strategy, including preparation of relevant communications materials and online content and campaigns; • Support the strategic direction of the disability inclusion portfolio, including monitoring and reporting on 2022 achievements, and constructing the 2023 workplan, including expanded follow-up event to ‘peer learning’ workshop; • Support on the thematic areas covered by the Governance and Peacebuilding team as required, including the intersection of disability with climate change and disability with conflict, including through the development of a regional programme; • Build engagement on the disability portfolio within the Governance and Peacebuilding team and across teams within the regional hub, developing opportunities for cross-working;

Amman, the capital, is a peaceful city with over four million residents. It is family duty station with good access to high quality housing education, health and other services. It is ranked 9th regionally and 120th globally on Mercer’s 2019 “Quality of Living” report. People are friendly to visitors. Services in terms of banking, transportation, health and communications are easily available. Though Arabic is the official language, English is widely spoken among the majority of the population, especially in Amman. The road network is good, both in terms of spread and quality of the roads. Public transportation in Amman is limited. Taxis are relatively cheap and easily available. There are a number of shopping malls, restaurants, gyms, and cinemas. A large variety of accommodation options can be found; however, it is worth noting that prices in Amman have generally increased in the past few years. There are no specific security threats. Amman is a very easy city in which to live; large, many amenities, very modern and serviced by an international airport with direct flights to most capital cities. According to the assessment of the UN Department of Safety & Security (UNDSS) Jordan is a family duty station (category A hardship).

As this is a national UN Volunteer assignment, the UN Volunteer is usually responsible for arranging his/her own housing and other living essentials. Nevertheless, support may be offered to the Volunteer in this case due the potential for specific needs and requirements to be met. National UN Volunteers are part of the insurance plan.

The Regional Hub is committed to providing reasonable accommodation throughout the recruitment process, as well as the assignment. Modifications to include ramps for wheelchairs can be made to entrance to ensure easier access to the building. To a large extent, all accessible facilities are marked with symbols or signs.

Additionally, UNDP offers a special flexible work arrangements framework supporting telecommuting, working from an alternate location and other arrangements. Such arrangements are agreed directly with the supervisor and the Head of Office.
