Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women China office in Beijing is looking to hire a Governance and Global Partnership Consultant for six months on a full-time basis. The role of the specialist to support the development and implementation of the UN Women China office’s governance and global partnership portfolio. Under the guidance and direct supervision of the Country Representative in the UN Women China Office, the Consultant will facilitate the UN Women China office’s engagement in the country’s international partnership and global engagement and initiate a new partnership with public and private institutions. Furthermore, the candidate will support the necessary coordination with other sister UN agencies in international development cooperation in close collaboration with UN Women partnership team.

Duties and Responsibilities

Objectives of the consultation

The consultant is expected to work full-time, based in UN Women Office in Beijing, and carry out the following duties and responsibilities:

Scope of Work

1. Facilitated UN Women China office’s engagement in the global partnership – 70% of the level of efforts required.

  • Develop, manage, and coordinate to build governance and global partnership portfolio.
  • Set the governance and global partnership portfolio strategy.
  • Forge a new partnership with a wide range of actors to promote gender equality and women’s empowerment in international development cooperation with key Chinese authorities such as CIDCA, CICETE, and other relevant government counterparts.
  • Draft documents related to the thematic work such as concept notes, speech for HoA, briefing papers, and project proposals.
  • Conduct monitoring and evaluation activities of the implementation of the portfolio.
  • Proactively participate in the UN Partnership Results Group to leverage concerted efforts by the UN system in China in the thematic area.

2. Support the initiation and development of new partnership in China and Global Partnership – 25% of the level of efforts required.

  • Identify and support the development of new partnerships with government institutions, multilateral and bilateral agencies, private sector entities, civil society groups and academia to further UN Women's work in China and globally, in particular under the context of South-South collaboration.
  • Support programme development in the thematic areas of women with disabilities and women in technology.
  • Support the Partnership Team on organization two consultations related to new areas of partnership.

3. Support UN interagency coordination – 5% level of the efforts required.

  • Assist the HoA in organizing UN Gender Theme Group (UNGTG) meetings and carrying out the secretariat duty as the co-chair
  • Ensure timely implementation of the work plan and priorities of the UNGTG.

  • At least two relevant background documents for meetings with relevant partners on global partnership
  • Draft of the roadmap for strategic engagement plan for training of overseas project personals from China

21 April 2021

  • Initiate contacts and meetings with an identified partner to implement the above-said training (Training Center of MOFCOM, AIIB, CICETE…)
  • Draft proposal on areas of joint activities on GEWE with relevant counterparts from the Party School
  • Organize a dialogue to launch the global partnership research with key stakeholders.
  • Prepare analysis/concept note for programme development in disability.
  • At least one Gender theme group meeting organized and minutes prepared

21 May 2021

  • Draft the MoU for strategic partnership framework with identified training institute on gender training for overseas project personals.
  • Prepare at least two background documents for UN Women related events and representations.
  • Draft of the gender equality marker
  • Organize an advocacy event to share the gender and infrastructure guidance note

21 June 2021

  • Finalize cooperation with key partners for implementing the gender marker/gender equality toolkit for overseas development projects.
  • Support the development of the UN Women proposal for south-south collaboration including coordinating across offices, data gathering and drafting of the programme document.
  • Prepare at least two background analysis/document for china in the world engagement

21 July 2021

  • Finalize the gender equality marker.
  • Implement the gender awareness training with the Chinese training partner to overseas project personals.
  • At least two UNGTG meetings organized and minutes prepared.
  • Support organizing at least one event including preparation of CN in programme related STEM/innovation for women and girls

21 August 2021

  • Develop a multi-year work plan with the Chinese training partner on overseas project personals’ gender awareness.
  • Launch the gender equality marker together with relevant partners.
  • Support the UNCT SWAP reporting including preparation of the background document and collection of inputs through inter-agency efforts

Functional Competencies:

Required Skills and Experience

Required Skills and Qualifications

  • A Master's degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • At least 7 years of progressively responsible experience in partnership building and resource mobilization, communications/ advocacy, and/or business development, preferably in gender equality and women’s empowerment is preferred.
  • Experience working on development issues with key partners in China, including the Government, local foundations and private sector is necessary.
  • Be able to write high-quality English-language analyses and reports, particularly the development of strategic documents.
  • Experience working in the UN system is desirable.

Selection Criteria

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
