Organizational Setting

The FAO Representation in Bangladesh is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning, and implementation of FAO's priority activities in the country. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in Bangladesh and, in collaboration with Regional Office Asia and Pacific and the departments and divisions at Headquarters, develops, promotes and oversees FAO's strategic response to the country priorities. The representation also supports the regional office in the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the country, monitors the level of programme implementation and draws attention to problems and deficiencies. The office also develops and maintains relations with Government of Bangladesh, UN agencies, the resource partners and other development institution at the country level.

Food and Agriculture Organization of the United Nations in Bangladesh has been providing Technical Assistance (TA) to the Government of Bangladesh through several projects have components of livestock production. FAO Bangladesh has been planning to provide TA to the implementation of Livestock and Dairy Development Project (TA-LDDP) of the Department of Livestock Services (DLS), Ministry of Fisheries and Livestock. FAO Bangladesh will recruit a GIS Specialist for the upcoming UTF project with LDDP.

Reporting Lines

The GIS Specialist is an SC 8 position and will work under the overall supervision of the FAO Representative in Bangladesh, and direct supervision of the Team Leader (Programme). The GIS Specialist keeping close liaison with the Project Director and the Chief Technical Coordinator (CTC) of LDDP and other relevant project staff, the representative of partner organization of public, private or development organization or the field staff work for the implementation of project activities, and following technical supervision of the LTO and guidance of the AGAG will undertake the following:

Tasks and Responsibilities

  • Coordinate project activities with local stakeholders, including livestock, environment, FAO, farmer groups/producer organizations;
  • Provide guidance for the active collection of information and relevant samples during project activities; and assist in providing solutions and tools and platforms for field data collection and data storage/collation/analysis and provide guidance and training on the use of these tools;
  • Developing standard operating procedures and training materials for farm-level livestock producer informants;
  • Travel to the field to ensure the quality of data and to coordinate field-based data collecting activities;
  • Analyze data received through various the reporting systems/mechanisms and prepare reports;
  • Analyze and present results on maps using GIS software;
  • Collect data and develop GIS maps of livestock production systems
  • Review of data collection forms, data flow diagrams, revise data elements as necessary to align with indicators of interest;
  • Contribute to analysis to harmonize reporting systems and electronic data platforms;
  • Additional tasks as assigned by the Manager
  • Assist preparation of monthly/quarterly/half yearly progress reports;
  • Any other responsibility assigned by the local supervisor/management and AFAOR (Programme).

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Higher degree in GIS/ geography/urban and regional planning/ Statistics/ Agricultural Economics/ Computer science/ Engineering/ Mathematics/Environmental science, Agriculture or other relevant discipline;
  • A minimum of 5 of professional-level experience in geospatial data management, analysis, and cartographic production; performance monitoring and evaluation; the analysis and interpretation of large amounts of data and design or management of data or analytical systems is required;
  • Nationality of Bangladesh.

Technical/Functional Skills

  • Technical knowledge of industry-standard GIS software (Esri ArcGIS, QGIS etc.), Spatial Data Infrastructure (SDI), and creation of geospatial data products especially in livestock production systems;
  • Technical knowledge in remote sensing software (Erdas Imagine, ENVI etc.);
  • Experience in translating statistical, regression and visualization results into reports, briefing documents or presentations.
  • Proven skills in coordination;
  • Demonstrated innovative thinking and practical execution;
  • Ability to solve problems, use initiative, and manage work under limited supervision;
  • Applicant have a working knowledge of English (written and verbal) and local dialect is preferred.
  • S/He will report to AFAOR (Programme) and will report the progress of work and on any other tasks assigned to him/her.
