OBJECTIVES OF THE PROGRAMME

The Department of Business Operations (BOS) is responsible for providing efficient and effective support services to all programmes and activities of the organization in the Eastern Mediterranean Region (EMR) in respect of budget and finance, human resources and talent management, administration, procurement, information technology, security and staff health and well-being.

Budget and Finance Services (BFS) provides support to the budget and finance operations of the regional office and 22 country/desk offices in EMR. BFS is entrusted with ensuring compliance with WHO’s financial regulations and rules, policies and procedures and maintaining strong internal controls to effectively discharge WHO’s accountability obligations to Member States and donors. BFS supports departments and country offices in delivering WHO’s programmes by providing guidance, review, and oversight on financial and administrative transactions, policies, and procedures.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

1. Provide knowledge and guidance and manage work in the area of responsibility in line with WHO’s policies, procedures, standards and processes. Organize and support the team in day-to-day management and prioritization of work related to the service area.

2. Provide advisory and problem-solving services to all budget centres to resolve issues and bottlenecks in a timely, efficient, and effective manner.

3. Participate in the processes of the assigned service area by providing clearances; quality assurance and monitoring.

4. Conduct analysis and forecasting for a high volume of complex and time-sensitive transactions.

5. Engage with BCs proactively to identify training needs anddevelop the capacity of staff, and evaluate trainings.

6. Produce analytical reports on the effectiveness of current business processes and identifying opportunities to improve these processes through streamlining, enhancing controls, or other.

7. Prepare process flows and descriptions, document as-is and to-be processes, and communicate business process changes to stakeholders through administrative circulars, guidelines, or SOPs.

8. Acts as unit focal point for implementation of new tools and development of existing tools – Business Management System (BMS), eWorkflow, or other – in assigned subject area.

9. Develop financial management reports including reports on the performance of WCOs and respective budget and finance personnel. Maintain and enhance the EMRO Financial Dashboard.

10. Update and maintain risk frameworks and conduct capacity assessments of implementing partners.

11. Conduct assurance activities in relation to imprest, DFC, DI, GLOA implementation modalities to ensure that funds are used for the purpose specified. Such activities may include desk or mission reviews to meet with partners, assess controls and check supporting documentation for FACE reports submitted.

12. Respond to queries of clients across the region and provide quality briefings and feedbacks on budget and finance issues.

13. Perform any related duties and responsibilities incidental to the above that are necessary for improving internal control and financial accountability in the region.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school with additional training in budget, finance, and accounting Desirable: University degree in finance, accounting, commerce, business administration or a related field. Fully or partly qualified professional accounting certification.

Experience

Essential: At least 10 years of progressively responsible experience in budget, finance, accounting, and audit activities.

Experience in at least one of the subject matter expertise areas (assurance; data, reports, and systems; grant and non-grant agreements; emergency operations).

Desirable: Experience in a United Nations or international non-profit organization in finance and accounting will be an asset.

Use of Language Skills

Essential: Excellent knowledge of English and Arabic. Desirable: Knowledge of French is an asset.

Other Skills (e.g. IT)

  • Proficiency in the use of Microsoft Office applications.
  • Sound skills in utilizing enterprise resource planning (ERP) systems such as Oracle, SAP, or Workday.
  • Expert proficiency in Excel and ERP systems is required for the Senior Budget & Finance Associate in Data, Reports, and Systems.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EGP 376,850 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
