Organizational Setting

The Office of Chief Statistician (OCS) is mandated to strengthen the coordination of FAO statistical activities and to oversee the Implementation of the organization’s responsibilities in global SDG reporting. Furthermore, OCS sets statistical standards for all data collection and dissemination activities of the organization, monitors its implementation across the statistical units and provides quality assurance to all FAO statistical processes and statistical outputs.

SDG indicator 5.a.1 is one of two indicators meant to monitor the means-of-implementation target 5a: “Undertake reforms to give women equal rights to economic resources, as well as access to ownership and control over land and other forms of property, financial services, inheritance and natural resources, in accordance with national laws.” Data collected for this indicator should contribute to reforms that are critical to achieve gender equality and empowerment of women and girls by 2030, such as reforms on land ownership and secure tenure over agricultural land, and control over other forms of property and economic resources. However, data is not currently being systematically collected and to date, only 10 countries are able to provide estimates for the indicator.

FAO is the custodian agency for the SDG indicator 5.a.1. To fill these data gaps, FAO and collaborating SDG partners including UN Women are supporting countries to collect data on women's ownership of agricultural land in nationally representative surveys, based on the recommended methodology for this SDG indicator. The overall objective of the technical support and capacity development is to accelerate the increase in the availability of estimates of the indicator (baseline values and follow-up values for monitoring progress). The main counterparts at country-level will be the National Statistical Office, for implementing the statistical activities, and the National Institutions promoting gender empowerment, for advocating for the importance of SDG data on 5.a.1 for implementing effective evidence-based policies.

Reporting Lines

Consultants and PSA subscribers in OCS will work under the immediate supervision of the Chief Statistician. They are required to work in close collaboration with OCS staff and with the relevant teams in FAO units, which are responsible for collecting, processing and disseminating data and indicators on land ownership and, in particular, SDG Indicator 5.a.1.

Technical Focus

Provide programme and technical support to the organization in the implementation of methodological research, data analysis and capacity development activities on data collection for and estimation of SDG indicator 5.a.1, under the supervision of the Chief Statistician.

Tasks and responsibilities

• Support the technical assistance and capacity development activities for SDG indicator 5.a.1, including: o Assist in the reviews and formulation of recommendations properly integrating and implementing the methodology in existing nationally representative household surveys, or in the design of ad hoc surveys o Support the review and enhancement of existing documentation and databases on technical studies in generating estimates, including proxy estimates, for SDG indicator 5.a.1 o Support data processing, estimation, analysis and interpretation of the data for SDG 5.a.1 from existing survey/census data o Review and revise/enhance existing training materials and guidance documents on SDG indicator 5.a.1 and support preparation/adaptation and delivery of training modules, training plans and training designs to be used for building capacity in countries o Support the formulation of country action plans for regular reporting on SDG indicator 5.a.1 o Develop knowledge products (e.g., guidance notes, technical papers) to build up the resource base on SDG 5.a.1

• Support the advocacy for production and use of data on SDG indicator 5.a.1, including o Prepare advocacy and communication materials on the importance of SDG monitoring indicator 5.a.1 o Liaise with national institutions of countries, promoting gender empowerment to advocate for the importance of collecting data needed for SDG monitoring indicator 5.a.1 o Support the design and conduct of advocacy workshops, webinars and related campaigns

• Assist in planning and monitoring country-level programme activities for SDG 5.a.1 o Prepare progress reports on the status of project implementation in the countries

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in statistics, gender studies, development economics or a related field; • Three years of relevant experience in the compilation, analysis, dissemination and use of gender statistics in national and/or international organizations. • Working knowledge of English and limited knowledge of either French or Spanish.
