Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the general supervision of the FAO Representative and direct supervision of Assistant FAOR (Program), and in close consultation with Technical Staff and project managers, the incumbent will be responsible for ensuring high quality of outputs on all matters related to the project.

Technical Focus

The gender specialist will assist in supporting FAO Yemen in achieving gender equality in agriculture, food and nutrition security, and rural development.

Background:

Closing the gender gap in agriculture can produce significant gains for society increasing agricultural productivity, reducing poverty and hunger, and promoting economic growth. This will also contribute to the successful implementation of the Strategic Framework.

FAO’s Policy on Gender Equality is a framework for guiding its efforts to support Member Countries in achieving gender equality in agriculture, food and nutrition security, and rural development. The Organization supports i) the promotion of equal opportunities for women and men to access and control productive resources and services, and ii) women’s empowerment through equal participation as decision-makers in rural institutions and in shaping laws, policies and programmes. By providing the right data, knowledge and information, FAO aims to improve the ability to attain gender equality within sustainable agriculture and development, and to help leverage, influence and develop enhanced outcomes through better informed policies and institutions

Tasks and responsibilities

  • Support the Country Office on the development and implementation of the Country Office Gender Action Plan.
  • Support implementation of related Regional and Global gender action plans, strategies and policies in the Country Office.
  • Ensure robust mainstreaming of gender into FAO programming and operations, including systematic gender analysis.
  • Provide policy and Programme advice on specific gender issues that impact on FAO operations.
  • Maintain current and analytical knowledge of gender dynamics and priorities in Yemen including through sourcing, undertaking and analysing secondary and primary data (both qualitative and quantitative) with the intention of strengthening food security and Agriculture in Yemen.
  • Work with senior management in the Country and Field-Offices to ensure strong institutional commitment to leadership for gender equality and women’s empowerment (GEWE) across programming and operations.
  • Update the assessment of GEWE in Yemen and in FAO operations
  • Ensure systematic collection, analysis and use of quantitative and qualitative sex- and age- disaggregated data.
  • Carry out a gender stocktaking exercise.
  • Support with the application of the Gender and Age Marker
  • Develop staff capacities to integrate GEWE into their work, employing diverse learning methods.
  • Strengthen FAO partner’s gender awareness, gender analysis capacities and ability to mainstream gender in programming and operations.
  • Coordinate the work and strengthen the capacities of the Country Office Gender Results Network members.
  • Establish and strengthen strategic partnerships for GEWE.
  • Support Head of Section with mobilizing resources to support implementation of the Country Office Gender Action Plan and related GEWE initiatives.
  • Perform other related duties and activities as required.
  • Contribute towards the development of a wide variety of projects, plans and processes ensuring alignment with wider programme policies and guidance
  • Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with FAO standards and procedures
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders
  • Liaise with internal and external counterparts to ensure effective collaboration, monitoring ongoing projects and highlight potential risks to project delivery
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance
  • Support the capacity building of FAO staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in one of the following disciplines; gender, social sciences, international development, human rights, development economics or related field
  • At least 5 years of relevant work experience in gender or related field, such as human rights.
  • Full competency and fluency in English and Arabic.
  • Yemen nationality
