Result of Service The ultimate outcome of this project is ‘to improve rural livelihoods in Indonesia with a focus on women’. This ultimate outcome will be facilitated through intermediate outcomes which are: (i) increased longer term (>5yr) investment in climate smart agricultural and forestry practices in Indonesia, (ii) reduced or avoided GHG emissions from the agricultural sector in Indonesia, and (iii) enhanced access to employment opportunities for women in climate-smart agricultural and forestry supply chains in Indonesia.

Duties and Responsibilities UNEP is the voice for the environment within the United Nations system. UNEP’s mission is to provide leadership and encourage partnerships in caring for the environment by inspiring, informing, and enabling nations and peoples to improve their quality of life without compromising that of future generations. In Indonesia, UNEP in partnerships with ICRAF (the recipient in this Agreement), BNP Paribas and ADM Capital has established the Tropical Landscapes Finance Facility (TLFF) since 2016. As a Government of Indonesia supported initiative, TLFF provides long-term funding at scale, largely for rural smallholder livelihood and renewable energy projects for marginalized communities. The TLFF is intended to bridge the gap between the government, private sector and communities, coordinating cross-functionally to bring about large-scale positive change. TLFF responsibilities are currently under UNEP.

The Global Affairs Canada (GAC) is supporting UNEP/TLFF through its TLFF Grant Fund (TLGF) window to disburse conventional grants to potential applicants, which will help them become bankable and facilitate the mobilization of investment capital. It will be closely link with the objectives of FIAP and Canada’s feminist approach to climate finance by demonstrating the business case for investments at the nexus of gender and climate change and building a market for gender responsive climate projects. The ultimate outcome of this project is ‘to improve rural livelihoods in Indonesia with a focus on women’. This ultimate outcome will be facilitated through intermediate outcomes which are: (i) increased longer term (>5yr) investment in climate smart agricultural and forestry practices in Indonesia, (ii) reduced or avoided GHG emissions from the agricultural sector in Indonesia, and (iii) enhanced access to employment opportunities for women in climate-smart agricultural and forestry supply chains in Indonesia. The project scope is within Indonesia and closely affiliated and shares its objectives to the Land Use Finance Unit and UNREDD Program. As such, it is fully aligned with UNEP’s Climate Change sub-programs and contribute to the Government of Indonesia’s Medium-Term Plan Strategy.

In 2015, Global Affairs Canada provided $ 19 million to a multi-donor trust fund, managed by the World Bank, to implement the Accelerating Sustainable Public-Private Investments for Infrastructure Renewal project (ASPIRE). Through this project, Canada is supporting the preparation and structuring of bankable Public Private Partnership (PPP or P3) projects in Indonesia to increase investments in infrastructure, with the ultimate goal of supporting inclusive economic growth and poverty reduction. The project also aims to improve the legal and regulatory frameworks for P3.

Specifically, the first component of the project provides support for the establishment of Indonesia’s Public Private Partnership (P3) Centre at the Ministry of Finance (MoF). The Centre acts as the country's lead agency in P3 preparation and financial structuring. The second component provides critical complementary support to develop a strong PPP project pipeline, improve the legal and regulatory framework for PPPs in infrastructure, improve the enabling environment for infrastructure financing, and catalyze early bankable PPP projects. In 2017, Canada launched its Feminist International Assistance Policy (FIAP), which recognizes that promoting gender equality and the empowerment of women and girls is the most effective way to eradicate extreme poverty and build a more peaceful, inclusive and prosperous world. Canada’s international assistance initiatives in Indonesia must align with this Policy and put women and girls in the heart of its interventions.

FIAP also promotes the use of innovative financing mechanisms to help scale up private resources to deliver on the Sustainable Development Goals (SDGs), and as an important means to empowering women and girls and addressing the needs of the poorest and most vulnerable. In order to facilitate this, in its 2018 Budget, the government announced it will be providing Global Affairs Canada (GAC) with up to $1.5 billion over five years on a cash basis, starting in 2018-19, and $492.7 million per year ongoing thereafter, for the following two new programs: i. International Assistance Innovation Program ($873.4 million over five years on a cash basis, starting in 2018-19, and $290.5 million per year ongoing thereafter) to promote the use of more flexible and innovative financing arrangements and partnerships to address emerging priorities. ii. Sovereign Loans Program (up to $626.6 million over five years on a cash basis, starting in 2018-19, and $202.2 million per year ongoing thereafter) that will diversify the tools Canada has to engage partner countries and stakeholders. It will also better align Canada’s international assistance toolkit with that of other donors.

Purpose and Scope of Assignment The Gender officer will be responsible for technical input and evaluation to GAC TLGF projects. S/he will ensure integration of gender equality considerations into the project and its project proponents’ activities.

The Gender officer will be based in Jakarta and work under the direct supervision of Head of the TLFF Secretariat / UNEP’s Regional Adviser on Land Use and Green Economy.

1. Project Delivery and Performance

  • Support TLFF partners on gender strategies, planning and policies, set objectives, performance measurements, standards and results expected to ensure timely and partner-oriented services.
  • Develop, implement, and monitor the progress of each site/activities and assure the provision of gender measures covering social, economic, demographic, cultural and other related aspects in the project activities
  • Manage information flows and oversee change controls, risk registers and issue management
  • Manage assigned target delivery and take responsibility for progress.
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into implementation
  • Coordinate and liaise with Supervisor on the progress implementation, including internal and external reports, as delegated by Supervisor
  • Identify and report threats to UNEP/TLFF internal business case to supervisor, including any deviations from the plan and updated plans.

2.Technical Functions: - Support Head of TLFF Secretariat/UNEP Technical Lead Adviser on establishment of gender strategies, planning and policies for TLFF activities/projects and relevant UNEP activities. - Provide advice to TLFF PAC/UNEP team to ensure reporting, monitoring and evaluation fully address gender dimension of the project - Provide technical advice and support to the team in the area of gender equality, particularly for the scoping exercise and policy dialogue events on how focusing gender empowerment in a blended finance context - Identify lessons-learned and best practices put in place - Assess the achievement of gender equality results across the project. - Formulate recommendations with a particular emphasis on how to better integrate gender equality in this type of project. - Support formulation on planning and design as well as monitoring, and evaluation of gender equality implemented by project proponents/partners. - Provide a well-documented, evidence-based compliance reports to be incorporated into the project annual reports - Provide technical assistance as needed to other UNEP’s projects - Assist Supervisor in the reporting preparation

3. Stakeholder Management: - Support UNEP and TLFF secretariat liaising with key stakeholders, including international and local non-government organizations, and interest groups and opinion shapers in and outside Indonesia on a regular basis. This includes work together with Government of Indonesia and its various Ministries in coordination with the TLFF Secretariat founding partners, relevant UN Agencies, funds and - program in addition to other stakeholders. - Support Head of TLFF Secretariat in connection with academic institutions, think-tanks and individuals that undertake gender analysis on sustainable development and climate change issues in Indonesia

4. Personnel Management: - Promote teamwork, collaboration, and diversity by providing timely guidance and supervision to the team on gender issues - Foster a positive work environment, respectful of both men and women, and ensure that the highest standards of conduct are observed.

5.Knowledge Management: - Participate in the relevant Communities of Practice - Actively interact with other team members and/or other UN and INGO’s officials to share case studies, lessons learned and best practice on the Knowledge System. - Complete lessons learned as per reporting format - Incorporate lessons learned from others as per planning format

3. Monitoring and Progress Controls His/her performance will be reviewed by Head of TLFF Secretariat/UNEP Technical Lead Adviser

Qualifications/special skills Academic Qualifications: - Bachelor’s Degree or higher, in gender and/or environmental sciences and forestry Experience: - A minimum of 5 years of professional experience as technical expert and advisor in gender equality in development programs and projects. - S/he must have experience in policy formulation, monitoring, and evaluation of gender equality projects and programs, as well as project planning and design. Knowledge of Global Affairs Canada policies and priorities is an asset. - Knowledge and understanding of theories, concepts and approaches relevant to Climate Change and REDD+, and practical experience in environmental management, climate change adaptation or other related fields. - Experience in working closely with senior officials of the Government of Indonesia and NGOs Language: English and French are the working languages of the United Nations Secretariat. For this consulting position, fluency in oral and written English and Bahasa is required.
