UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.
UN Women is committed to ensuring equality between women and men as partners and beneficiaries of humanitarian action. UN Women’s work in humanitarian action is guided by global norms and standards and UN Women’s humanitarian strategy. In the framework of UN Women’s humanitarian strategy and its cooperation with OCHA and humanitarian clusters, UN Women plans to develop a number of knowledge products and analysis documents to inform the work of humanitarian actors.
Against this backdrop, UN Women is planning to bring on board a Gender in Humanitarian Action Consultant.
Duties and Responsibilities
Under the overall guidance of UN Women Special Representative, and the direct supervision of UN Women Programme Management Specialist in Gaza, the Consultant will undertake the following tasks, duties and responsibilities:
- Develop the Gender Alert Analysis
Develop the yearly “Gender Alert analysis” which is an analysis of the different needs, priorities, and capacities of women, girls, boys and men undertaken to inform the humanitarian needs overview, preparedness efforts, and humanitarian response plan. The development of the Alert will include:
- Conduct a desk review to compile data available from different sources on humanitarian needs and gender-based vulnerabilities, including research/analysis documents produced by PCBS, UN agencies, sectors/clusters/working groups, NGOs, and academia.
- Undertake a qualitative analysis of the country Multisectoral Needs Assessment (MSNA) quantitative data.
- Carry out semi- structured interviews with women’s organizations, gender focal points and humanitarian clusters.
- Develop an edited and proofread document in English (maximum 25 pages) with full citation of the “Gender Alert: An analysis to inform the 2023 humanitarian programme cycle” covering Gaza and the West Bank, including to the extent possible analysis on geographical locations (Area C, East Jerusalem, H2 etc).
The Gender Alert document will be developed to inform the 2023 humanitarian needs overview (HNO) and humanitarian response plan (HRP). The structure of the Gender Alert will mirror the structure of the HNO. UN Women will share more information on the Alert expected outline with the selected researcher.
2. Develop case studies to assess GAM application.
Three Case studies that document and assess three projects that were financed and implemented on the ground which had during the planning phase different Gender with Age Marker (GAM) codes (i.e., 4M, 3T Etc).
- Each project/case study should fall under one of the sectors (i.e., WASH, Shelter).
- Each case study should use GAM monitoring tool and data and unpack if GAM considerations were implemented on the ground.
- The case study should provide actors with evidence and include recommendations on how to be use GAM in monitoring implementation.
Each case study should include quantitative and qualitive tools and should not exceed (10 pages in length).
3. Undertake a quantitative analysis of Gender with Age Marker quantitative data (GAM) for the 2022 and 2023 humanitarian cycles (maximum 5 pages).
The Gender Alert Analysis to inform the 2023 humanitarian needs overview (HNO) and humanitarian response plan (HRP). The analysis should be proffered and submitted in English (maximum 25 pages)
Three Case studies that document and assess how GAM was applied in the field. The analysis should be proffered and submitted in English. (Maximum 10 pages each).
A quantitative analysis of Gender with Age Marker quantitative data (GAM) for the 2022 and 2023 humanitarian cycles (maximum 5 pages)
All the deliverables will go through different rounds of review.
All deliverables have to be cleared by task manager.

- Sound knowledge of gender in humanitarian action and women’s rights.
- Excellent research, data analysis and drafting skills.
- Ability to meet deadlines and respond positively to feedback.
Required Skills and Experience
Master’s degree in international relations, gender studies or other relevant fields. A PhD would be an added value.
- At least 5 years of proven professional experience in the field of research in gender equality, women’s rights, gender in humanitarian action, or other related fields.
- At least 5 years of proven experience in policy analysis, data analysis, statistics and quantitative and qualitative research is required.
- Experience working within the United Nations System is highly desirable.
- At least 3 years of proven experience in conflict settings is highly desirable.
- Fluency in English. Knowledge of Arabic is an asset.
This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to the shortlisted candidates, who will be invited for an interview.
Candidates should clearly indicate how they meet the above-mentioned criteria in their applications.
Candidates should have the ability to quickly submit degree certificates and medical certification (of good health).
Evaluation of applicants:
Candidates will be evaluated based on the applicants’ qualifications mentioned above and the cumulative results of the technical evaluation, interview, and financial offer. A contract will be awarded to the individual consultant who scores the highest score out of 100. Below the scores for evaluation:
Technical evaluation: 100 points
- Relevant education (10 points).
- At least 5 years of proven professional experience in the field of research in gender equality, women’s rights, gender in humanitarian action, or other related fields (20 points).
- At least 5 years of proven experience in policy analysis, data analysis, statistics and quantitative and qualitative research is required (20 points).
- Samples of previous and relevant work (15 points)
- Experience working within the United Nations System is highly desirable (5 points).
- At least 3 years of proven Experience in conflict settings is highly desirable (10 points).
- Short Interview – (20 points)
The assignment has a predetermined financial rate.
