In this framework, UNESCO is interested in developing and establishing a conceptual framework for gender-based resilience. Further, the objective is to make operational the conceptual framework and establish a dashboard able to assess the resilience of countries from a gender perspective. In particular, the successful consultant will be required to: \- Review and update the existing conceptual framework for gender-based resilience. \- Conceptualize and discuss possible dimensions: discuss the selection of the key measurable dimensions. \- Explore the feasibility of data collection and timeliness of the possible indicators. \- Lead consultation process with key stakeholders. \- Identify a list of reliable and comparable key indicators available across a list of identified countries. \- Conceive, implement and deliver a flagship report to be published on a annual/biannual basis about gender-based resilience. Long Description ---------------- **Scope of the assignment** Under the authority of the Assistant Director-General for the Social and Human Sciences, under the technical guidance of the Head of Section for Inclusion, Anti-Racism and Intercultural Dialogue (IRD) and the Chief of Executive Office (EO) the successful consultant will support the development of the conceptual and measurement framework for gender-based resilience and the development and delivery of a flagship on gender-based resilience. Produce research \- Design, implement and finalise a gender-based resilience annual report \- Lead and contribute to producing policy-relevant research and outputs \- Revise and curate UNESCO research outputs \- Perform comparative analyses of gender-based and resilience dashboards Help gather political and technical support (e.g. National governments, local governments and co-operation agencies) Coordinate and plan the work of the working group(s)/ desk offices in support of the project \- Organise research and contributions \- Deliver training and disseminate info about the use of gender-based resilience dashboards Strengthen communication \- Help develop and deploy the relevant communication strategy and material related to the work, also by means of contributing to blogs and op-eds in leading media platforms \- Support the organization of high-level events and media coverage. Ability to collect, synthesize and analyse information from various sources. • Familiarity/working directly with UN/multilateral organizations, and other IOs in this field • Experience on technical/academic research on gender equality, statistics or economics. • Excellent knowledge (written and spoken) of English. • Excellent knowledge of computer systems and office-related software. • Strong interpersonal and communication skills, including interacting with various actors and working effectively and respectfully in a multicultural environment. **Quantitative** • Minimum of 5 years of national and international relevant professional experiences in economic research, public policy & advocacy and/or communication. **Qualitative** • Demonstrated experience in conducting stakeholder consultations with policy makers and decision-makers • Theoretical understanding and experience on gender equality • Communication skills adapted to technical and general purposes • Demonstrated experience on digital economy research **DESIRABLE QUALIFICATIONS** ---------------------------- • Fluency in French an asset **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Interested candidates should click on “Apply Now”, then download and complete the Employment History form (Word file).
