Job Overview/Summary: The Program Manager for Gender and Survivor Services is responsible for the overall strategy, program design, and service delivery for IRC Sacramento’s Gender and Survivor Services programming. The position will manage partnerships and implement programs that assist refugee and immigrant communities to access case management, preventative education, and supportive services. Specifically, the position will be responsible for managing the staff, grants, budgets, and direct services falling under the scope of victims’ services. The Gender and Survivor Services Program Manager will develop and implement gender-focused and gender-based violence programming as well The position will also be responsible for strengthening and maintaining partnerships with community mental health and gender-based-violence service providers and streamlining the referral process. The Program Manager will also develop standards for collecting data and reporting outcomes according to project objectives. This position reports to the Senior Manager for Protection and Wellness.

Major Responsibilities:

· In collaboration with the IRC Sacramento senior leadership, provide strategy, vision, and thought leadership to IRC Sacramento’s Safety and Wellbeing program.

· Work with IRC Sacramento leadership and IRC Technical Advisors to develop programs and services that serve the health/mental health needs of the local immigrant and refugee community.

· Manage the IRC Sacramento’s Survivor Services grants; assist with project development, grant writing, program evaluation, reporting, budgeting, and program compliance;

· Oversee the strategic development of partnerships in the community that will enhance and streamline relevant service provision; Maintain current partnerships and oversee sub grantee relationships;

· Oversee the provision of direct case management services and community outreach. Oversee community training and technical assistance to local service providers to build the capacity of community organizations and service providers serving IRC clients;

· Responsible for tracking finances and program budgets, reporting, and grant compliance of programs falling under the scope of Survivor Services; oversee sub grants related to gender and survivor services, monitor sub-awardees, and ensure timely and accurate services and reporting.

· Oversee case management services for victims of crime and gender-based violence;

· Develop and manage a system to track and monitor program efficiency and outcomes, including screening tools; Design client satisfaction surveys, program evaluation and outcome tracking tools. Track data and write programmatic reports;

· Support and advocate for culturally appropriate mental health support and services to men and women; Oversee the development of systems, protocols and training on the subjects of domestic violence and victims of crime within the Sacramento office and serve as a resource to staff. Provide training and technical assistance in women’s programming.

· Provide supervision to a team of direct service staff working gender and survivor services programming; Ensure appropriate goal setting, performance management, and staff training and development.

· Work as part of the IRC Sacramento’s overall leadership team to build capacity and strategy for the office; participate in leadership team meetings, staff training, and provide community presentations.

· Other duties as assigned.

Job Requirements:

- BA level education with an emphasis in Social Work, Pre-law, or an equivalent field of study; MA or equivalent preferred. - 4+ years of related professional experience required, domestic violence, legal services and/or gender-focused background preferred - Experience working with refugees, victims of human trafficking, immigrant populations or vulnerable populations required; International and cross-cultural work experience preferred. - Experience in program development, grant writing, program management, and reporting required. - Experience supervising and managing staff, particularly staff of various backgrounds strongly preferred. - Experience in case management, gender-based projects, community outreach, and partnership development; Teaching/training experience preferred; - Superior communication and interpersonal skills and strong English writing and communication skills. Bilingual abilities preferred; - Highly organized self-starter with excellent problem solving skills and proven ability to multi-task, prioritize duties and manage time effectively; - High level of energy, motivation, and commitment to continuously improve service delivery; - Proven ability to work independently and as a team member in a fast-paced, cross-cultural environment; - Proficiency in Microsoft Office applications: Word, Excel, Outlook; - Possess reliable transportation, valid US driver’s license, and active insurance policy.

Working Environment:

· Standard office work environment.

· Travel to field site operations and external stakeholder meetings occasional.

· Occasional evening and weekend hours may be required.
