Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. As part of the Rohingya humanitarian response in Cox’s Bazar, Bangladesh, UN Women has established a “Gender Hub” with the objective of strengthening accountability of all humanitarian actors for gender equality and empowerment of Rohingya refugee and host community women and girls in line with the Inter-Agency Standing Committee (IASC) Policy on Gender Equality and Women’s Empowerment in Humanitarian Action and its Accountability Framework. The Gender Hub is managed by UNwomen and is the technical engine of the Gender in Humanitarian Action Working Group (GiHAWG) and supports humanitarian actors in Cox’s Bazar more effectively integrate gender equality and women’s empowerment including prevention, mitigation and response to gender-based violence and sexual exploitation and abuse into their programmes through systematic gender mainstreaming for better service delivery and empowerment outcomes for the Rohingya refugees and host community women and girls.

The Gender Hub builds on ongoing efforts and expertise of the different gender and protection related coordination groups (Protection Working Group, Gender-Based Violence sub-sector, Preventing Sexual Exploitation and Abuse Network). It offers integrated three pillars of support: Technical Assistance, Capacity Development and Communications and Knowledge Management to sectors, humanitarian agencies, government and local partners to help them translate policies and commitments and various assessments and study recommendations on gender and women’s empowerment into tangible actions. It leads technical assistance to sectors through the development and implementation of sector Gender and Inclusion Action Plan based on the annual Sector Strategy. It provides capacity development and deliver and manage training, facilitating reflection events, provide coaching for humanitarian workers and local counterparts engaged in the refugee response on gender awareness, sensitivity and gender equality, gender and diversity, gender and GBV mainstreaming that is contextualized to the local situation. The Gender Hub supports knowledge management of assessments and research that will contribute to strengthening the knowledge and evidence-base for designing impactful interventions.

Reporting to the Gender Hub Manager, the National Gender Analyst is responsible for managing the planning, implementation, and reporting of the Technical Assistance and Capacity Development Pillars of the Gender Hub. She/he works in close collaboration with the Gender Hub’s team, GiHAWG, ISCG Secretariat, Sector and Working Group Coordinators and Gender Officers, and UN Women Teams – Sub-office and BCO, Government Officials, multi and bilateral donors, sector partners’ Women Rights Organisations/Women Led Organisations and other civil society ensuring successful implementation of GiHAWG Annual Work Plan and the sector Gender and Inclusion Action Plan.

Duties and Responsibilities

1. Provide technical support to the implementation and management of the Gender Hub programme:

  • Provide technical inputs to the annual and quarterly workplan and budget for the Technical and Capacity development pillars;
  • Provide gender lens technical support to the sectors’ annual JRP and Monitoring Framework development and its implementation;
  • Provide support to the GAM appraisal of the annual selected sectors’ projects proposals and lead the GAM analysis report of the whole JRP projects;
  • Provide support to sectors’ Coordinators and Gender Focal Points to develop and monitor sector’s Gender and Inclusion Action Plan (GIAP);
  • Provide ad-hoc support to sector partners around gender responsive programming.

    2. Provide capacity development to sectors’ staff, government counterpart, Women Lead Organisations (WLO) and Implementing Partners staff:

  • Adapt, develop and implement technical tools, learning/training manuals and initiatives for gender in humanitarian action capacity development;

  • Provide coaching, training/facilitation and capacity development initiatives to humanitarian actors;
  • Manage the learning and training events: preparation, during the event and post event and provide report for each event based on the evaluation feedback from the participants.

    3. Provide technical inputs to the monitoring and reporting of the programme/ project:

  • Monitor progress of implementation of activities and finances using results based management tools;

  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Lead the preparation of Technical Assistance and Capacity Development pillars for donor and internal UN Women reporting.

    4. Provide substantive inputs to building partnerships and resource mobilization strategies:

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;

  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Provide relevant documentation on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing.

    5. Contribute to inter-sector coordination to achieve coherence and alignment of GiHAWG Annual Work Plan and Gender Hub Pillars with other partners:

  • Provide technical support to the Gender Hub Manager and Communications/Knowledge Management Analyst on the ISCG coordination related activities by participating on meetings, events, and representing in groups and committees as needed;

  • Coordinate with other UN agencies, government departments, donors and NGOs to ensure the Technical Assistance and Capacity Development Pillars are harmonized and aligned with other ISCG and in-country effort;
  • Build and manage relationships with sectors’ coordinators, gender focal points/officers, local partners and local MOWCA team to support GAP implementation and expansion of GiHAWG; and to respond to any emergency/potential problems.

    6. Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Support preparation of background documents, briefs and presentations, project summaries, conference papers, speeches, and donor profiles related to Gender Hub in Cox’s Bazar;

  • Provide support to advocacy campaigns, knowledge management, workshops;
  • Support documentation of good practices and success stories, and development of knowledge management products;
  • Maintain the shared folder of Technical Assistance and Capacity Development by uploading all the relevant documents for easy access by different team members.

    7. Other responsibilities:

  • Adhere to policies and commitments of UN Women towards gender equality and women and girl’s empowerment;

  • Able to support the team other than the Technical, Capacity Development and Knowledge Management Pillars needs.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/programme management and training skills certification would be an added advantage.

Experience:

  • At least 4 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of capacity development focused gender mainstreaming projects;
  • Technical experience gender mainstreaming and gender transformative work in humanitarian action and long-term development programmes;
  • Experience in leading the development and monitoring of Gender and Inclusion Action Plan;
  • Experience in influencing powerholders to ensure accountability and leadership in GEEWG commitments;
  • Experience in facilitation, training and training cycle management;
  • Experience in sector/cluster coordination and liaising with government agencies, I/NGOS and donors;
  • Experience working in the UN System is an asset.

Language Requirements:

  • Fluency in English and Bengali is required;
  • Working knowledge of another official UN language is an asset;
