Org. Setting and Reporting This position is located in the Office of the Director for Coordination and Shared Services (ODCSS) serving the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO). The Gender Affairs Officer reports to the Head of office of the Director for Coordination and Shared Services.

The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department's mandate is to prevent and resolve conflict through inclusive political solutions.

The Department of Peace Operations (DPO) provides political and executive direction to UN peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and nongovernmental entities in the context of peacekeeping operations. DPO also provides guidance and support on military, police, rule of law, mine action and other relevant issues to other UN political and peacebuilding missions.

Responsibilities Within delegated authority, the incumbent will be responsible for the following duties:

  • Supports and guides the implementation of UN Security Council Resolutions, policies, strategies and action plans on gender equality and parity
  • In the context of the DPPA-DPO “Building Our Pillar” initiative, supports the implementation of departmental guidance and activities on gender and other inclusion issues
  • Contributes to the design and implementation of a department-wide action plan to translate existing mandates and policies on the promotion of gender equality and parity in peacekeeping
  • Supports, coordinates and/or advises the various departmental divisions, offices and sections on the formulation and implementation of policies and programmes promoting gender sensitive approaches
  • Establishes working relationships with the different offices of the two Departments.
  • Drafts, edits and provides substantive results-based inputs for periodic reports, briefings and speeches on women, peace and security, women in peacekeeping and other inclusion issues at strategic and operational levels
  • Provides inputs to planning and reporting processes, including results-based budgeting frameworks; staffing tables and other planning tools.
  • Supports the development linkages between of gender related training strategies for all peacekeepers: civilian, police and military.
  • Conducts substantive research and analysis of gender issues, utilizing analytical monitoring and evaluation processes, including indicators and benchmarks, to ensure measurement of progress in gender parity targets.
  • Collaborates with key stakeholders, including Member States, UN entities, civil society and other organizations and coordinates with them through participation in relevant interdepartmental and inter-agency mechanisms and forums for coordination, as well as with relevant regional organizations, national institutions and NGO's.
  • Represents the Departments on inclusion issues at workshops, conferences and events, as needed.
  • Performs other duties as required.

Education Advanced university degree (Master's Degree or equivalent degree) in gender and women’s rights, development studies, social science or related humanities field, international relations, human rights, law, gender studies, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience Seven years of progressively responsible experience in policy development or advice, or programme management related to promotion of gender equality or operational gender mainstreaming required. Experience advising senior management desirable. Experience of organizing events is desirable. Experience of managing multiple workstreams simultaneously is desirable. Experience of drafting communications and talking points is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Further extension will be dependent upon the availability of the post or funds. This position is also subject to the approved classification of the post by OHR.
