What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. A new ICRC Resource Mobilization Strategy 2020 – 2030 has been validated in December 2020 and the budget to launch the related transformation program called “SIP” (Resource Mobilization Strategy’s Implementation Plan) has been approved in March 2021. It aims to guide fundraising efforts at the ICRC by establishing five strategic orientations that seek to address challenges identified today and prepare fundraising at the ICRC to be fit for purpose in the future.

In this context, a large number of projects will start in the coming months which require additional workforce in order not to overload existing REM teams. The overall SIP Program will be organized in 5 key pillars : 1 ICRC as a Fundraising Organization, 2 REM Transformation, 3 Strategic Movement Fundraising, 4 New approaches and Innovation, 5 Enabling architecture. Each pillar will be lead by Program / Projects managers in charge of ensuring the delivery of their projects and will be supported by a team of Business Analysts dedicated to specific topics.

Purpose

This specific position will mainly be focused on “organizational and governance” topics covering not only the Networked Approach (ie. decentralization of fundrasising activities) but also on Governance mechanisms or the definition or “Enabling Brand” concept (ie. Collaboration with Communication and Policy departments).

The person will be reporting to the Fundraising Organization Project Manager but will keep a transversal overview and support other project managers based on the priorities and needs (Cf accountabilities & responsibilities section).

Accountabilities & Functional responsibilities

  • Updates business processes to meet changing business needs.
  • Develops best practices for business process improvements.
  • Assists in making business decisions relating to system implementation, modification, maintenance, etc.
  • Develops and maintain business process documentations that will be used as reference for preparing Systems implementation, training documents, etc.
  • Prepares and Presents analyses, solutions and business cases.
  • Coordinates with cross-functional team to develop business process requirements.

General Duties

Generic accountabilities of Business Analyst work :

  • Performs As-Is analysis to understand how we work

    • Collects information (run interview, collect data, organize workshops, existing documents…)
    • Performs data analysis (based on figures, narratives, policies, minutes…)
    • Maps existing processes
    • Makes recommendations
  • Participates to the elaboration of To-Be models :

    • Facilitates workshops with BPOs, SMEs and key users (including preparation and follow up) to collect business requirments, present new models to be tested, etc.
    • Writes clear specifications / business requirements for internal / external stakeholders
    • Designs target policies, frameworks and / or processes together with their relevant tools and/or standard operating procedures (“SOP”)
  • Implements together with the business the new ways of working

    • Elaborates monitoring dashboard to follow the good implementation of projects
    • Participates to change management activities : create training material, give trainings, provide input for communication

Examples of specific accountabilities depending on the projects’s needs and priorities, to be defined together with the Programme manager and the Portfolio manager :

  • Fundraising governance :

    • Participates to the design of the future fundraising governance model
    • Maps gaps in terms of policies and define a plan of action to write the documents
  • Enabling Brand concept

    • Maps existing collaboration mechanisms between REM, COM and POL
    • Participates to the framing of the concept
    • Participates to the elaboration of the internal communication plan
  • Networked Approach

    • Maps existing coordination mechanisms, protocols, processes in place
    • Participates to workshops to design the target model
    • Creates necessary protocols, processes and mechanisms (RACI matrix, information-sharing processes, joint objectives, …) which will enable the decentralization of Fundraising activities
    • Participates to the application of the Networked Approach in Asia prototype

Relationships

  • Internally, interact with SIP Program team (mainly Fundraising Organization Project Manager), REM, OPS, COM, MOUV, POL colleagues.
  • Externally, may interact with external consultants

Certifications / Education required

  • Bachelor’s or master’s degree in business administration, communication, or economics

Professional Experience required

  • 5+ years of work experience as business consultant in organization, process manager, business analyst
  • Good knowledge of organizational design (roles and responsibilities, processes, governance model, etc)
  • Excellent Excel / data analysis knowledge
  • Practical application ability with process modeling tool (Visio,…..)
  • Experience in implementing change within the business (on a big transformation project including decentralization of tasks is an asset)
