This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the direct supervision of Chief Fuel Unit through the Fuel Operations Officer, the UN Volunteer will undertake the following tasks:

  • Operate the fuel pump/dispenser equipment on the ground fuel truck/fuel point and receive/issue fuel;
  • Keep accurate records of all receipts and issues of fuel products on a daily, weekly and monthly basis;
  • Measure and report stock levels of all fuels in tanks and fuel trucks by tank dips and meter readings;
  • Compile daily, weekly and monthly fuel balance sheets;
  • Ensure safety procedures are followed in operating the fuel trucks/fuel point refuelling equipment;
  • Ensure fuel is issued only to authorized personnel/equipment in accordance with mission regulations;
  • Report all anomalies in fuel consumption to the supervisor immediately;
  • Implement the Standard Operating Procedure (SOP) on fuel quality control procedures;
  • Ensure daily testing of aviation fuels and ground fuels as per ASTM, API, IE and other international test methods;
  • Keep computerized records of all quality control tests conducted in the mission;
  • Prepare periodic reports on quality assurance issues;
  • Refuel mission and other authorized aircrafts as per the order document;
  • Monitor and report stock levels of aviation fuel from refuelled tank dips and meter readings;
  • Placing orders to vendors and coordinate receipt/issue of Petrolum Oils and Lubricants

    (POL) from vendors to delivery points;

  • Review and maintain all invoice and accounts records;
  • Supervise collation and data entry of information into required databases;
  • When working with national staff or (non-)governmental counterparts, including Implementing Partners (IPs), the incumbent is strongly encouraged to set aside dedicated time for capacity development through coaching, mentoring and formal and on-the-job training;
  • Any other related duties as may be required.

Qualifications/Requirements

Required degree level:

Bachelor degree or equivalent

Education - Additional Comments:

Certification/diploma or other supplemental academic qualifications or training in engineering, fuel or chemistry is highly desirable.

Required experience:

48 Months

Experience remark:

At least 3 years of progressively responsible experience in two or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures, including aviation fuel;(2) fuel contract administration; (3) maintenance/repair of fuel equipment. Experience in petroleum supply chain operations required. Experience in UN peacekeeping or other field operations is desirable.

The incumbent must be a dynamic, multi-functional person, who supports MONUSCO with professionalism, dedication and client orientation and has affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.

Driving license required: Yes

Proficient in various MS office applications (Excel, Word, PowerPoint) and the ability to generate ad hoc electronic documents, spreadsheets and databases.
