The NGO FSAC Co-Chair supports the Food Security and Agriculture Cluster (FSAC) Coordinator in all his/her duties and plays a critical role in facilitating the NGOs engagement. Sharing of leadership strengthens the FSAC but does not displace the core responsibilities and accountability of the designated in-country Cluster Lead Agencies (CLAs), FAO and WFP. The NGO Co-Chair works in very close coordination with the Cluster Coordinator and agree on specific tasks and division to ensure synergies. The main strategic and decisional tasks remain with the Cluster Coordinator by virtue of being directly accountable to the Cluster Lead Agencies, who are in turn accountable to the Humanitarian Coordinator for the FSAC performance.

Administrative line of report of the NGO FSAC Co-Chair falls within the management structure of the NRC. On the sectoral activities the Co-Chair will report to the Cluster Coordinator. The NGO Co-Chair is responsible to strengthen and support the FSAC implementation of proportionate, appropriate and timely response, in strong collaboration with the Cluster Coordinator and CLAs.

Role and responsibilities:

  • Support the Cluster Coordinator to implement the overall six core functions that define the expected outputs and overall purpose of the FSAC;
  • Support the Cluster Coordinator in strengthening the management of the FSAC in an effective manner, action and results-oriented, with decisions clearly communicated to relevant partners and stakeholders;
  • Co-facilitate FSAC meetings;
  • In coordination with the Cluster Coordinator, ensure that FSAC meetings are managed in line with the Principles of Partnership;
  • Facilitate agreement on an efficient division of labor and the assignment of responsibilities amongst members, which takes account of their comparative advantages and complementarities;
  • Be responsible to facilitating the work of the various FSAC Technical Working Groups and ensure the linkage between FSAC Working Groups and Cluster meetings;
  • In coordination with and according to the guidance provided by the Cluster Coordinator, ensure that the strategic operational framework of the FSAC is updated regularly according to evolving needs;
  • Be responsible for taking reasonable measures to proactively engage with and support international and local NGOs to participate in FSAC coordination and the Consolidated Appeal;
  • In coordination with and according to the guidance provided by the Cluster Coordinator, maintain appropriate links and dialogue with FSAC partners and other relevant actors, especially international and local NGOs as well as NGO Consortia; Participate actively in cluster/inter-agency contingency planning and preparedness, ensuring that the FSAC NGO members are also contributing to and sharing responsibilities;
  • Support and promote training of staff and capacity strengthening of FSAC partners (including Authorities);
  • Represent the interests of the FSAC in discussions with stakeholders on priorities, resource mobilization and advocacy in coordination with and according to the guidance provided by the Cluster Coordinator;
  • Bring primary information and urgent needs / issues to the FSAC attention from direct access to field;
  • Participate actively on development, revision, dissemination and application of FSAC technical guidelines and best practices;
  • Ensure the accountability and transparency of FSAC decisions and work. The NGO Co-Chair acts as a focal point for receiving NGO concerns;
  • Ensure that FSAC NGO members are kept fully informed of the meetings and decisions that take place outside of regular FSAC meetings;
  • Any other tasks, based on the workplan developed in collaboration with the Cluster Coordinator and according to priorities identified by the Cluster Coordinator.

Experience:

  • Advanced university degree in political sciences, agricultural economics, development economics, rural sociology, food security, nutrition, sustainable agriculture (including livestock, forestry and fisheries), or a related field
  • Excellent understanding of food security issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws.
  • Excellent leadership, coordination, capacity building, planning and analytical skills.
  • Seven years of relevant experience in technical cooperation related activities, policy advice and analysis relating to food and nutrition security, agriculture and rural development, monitoring and evaluation of policies and programme.
  • Excellent representation skills including the development of strong interpersonal relationships to facilitate communication within the cluster.

Essential requirements:

  • Excellent verbal and written English.
  • Knowledge of the political, economic and cultural situation in the region;
  • Arabic language knowledge is desirable

Personal Characteristics:

  • Self-motivated and excellent/keen observant of protection issues.
  • Proven ability to live and work in an unstable, complex, insecure environment.
