1. Purpose of the Consultancy

To support the federal government and federal member states of Somalia in:

1. Establishing the Frontline Field Epidemiology and Laboratory Training Programme (Frontline FELTP)

2. Supporting capacity building of front-line health workers on analysis of public health surveillance data

3. Background

FELTP-Frontline is a three-month in-service programme that aims to strengthen the detection of and response to diseases and events of public health importance or international concern. Participants learn and practice the fundamental skills used in front-line surveillance. These skills include case definitions, disease detection, and reporting, summarizing data using simple tables and graphs, case investigation, outbreak investigation and response, surveillance monitoring and evaluation, and data analysis and data interpretation for decision-making. Classroom instruction and field activities are intended to directly support the Ministry of Health goals for surveillance and outbreak detection. The overall objective of the Frontline-FELTP is to build the capacity of frontline health teams in generating quality surveillance data and utilization of surveillance data for public health action.

The Federal Ministry of Health (FMoH), in collaboration with the US-CDC, IGAD, WHO, and AFENET are planning to establish a Frontline Field Epidemiology Training Programme (Frontline-FETP) for frontline health workers in Somalia to strengthen disease surveillance, and outbreak response activities through building capacity of health workforce on field epidemiology.

3. Work to be performed

Output:

Identify participants and mentors for pyramidal model training programme on field epidemiology for front-line health workers Participate in planning of FELTP programme implementation

Deliverables:

1. In coordination with AFENET, NIH and MOH, adapt/modify/customize the training content and curriculum for the frontline health workers on field epidemiology
2. Effectively facilitate training sessions for the frontline FELTP trainees
3. Conduct training gap analysis and identification of areas of strengthening for the trainees
4. Support participants in preparing their presentations for dissemination of their findings and recommendations.
5. Select and train graduates as mentors for future participants.
6. Develop / adapt tools to assess the competency of and knowledge gained by the participants pre, during and post course
7. Mentor the FELTP trainees through the course and during field placement
8. Develop evaluation tools to assess the usefulness of training content, style, pace of delivery
9. Support the front-line health workers to build their capacity for data analysis and support scientific writing on the experience of introduction of FELTP programme in Somalia

10. Train health care workers on basic data analysis tools including Excel, SPSS and other relevant tools

5. Specific requirements

Educational requirements:

• Essential: Minimum first university degree in Public Health or Epidemiology
• Asset: Master’s degree in public health or Epidemiology

Experience requirements:

Essential: From 5 to 6 years of relevant experience with at least two years' experience in Field Epidemiology Training Program or a similar field epidemiology service including international experience.

Skills / Technical skills and knowledge:

Surveillance Systems development, implementation, monitoring and evaluation; planning and implementation of Frontline-FETPs; strategic framework development; data analysis using Ms Excel, R, Epi Info and Stata; scientific writing; communication and coordination skills

Language requirements:

• Fluent in reading, writing, and speaking English

7. Medical clearance

The consultant will be expected to provide a medical certificate of fitness to work

8. Travel

The selected Consultant may be expected to travel to countries of the Region upon request.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
