Organizational Setting

FAO in partnership with the Ministry of Local Government, Rural Development and Cooperatives, and in collaboration with some other relevant ministries, four City Corporations; Dhaka North, Dhaka South, Gazipur and Narayangonj, and engaging many stakeholders from different sectors, facilitating implementation of Support for Modelling, Planning and Improving Dhaka’s Food Systems Project funded by the Government of Bangladesh and the Embassy of Kingdom of Netherlands (EKN). The project will contribute to making the food systems of these four City Corporations for inclusive, resilient, safe and sustainable for accessing safe and affordable food for all people. The project also contribute FAO’s Bangladesh priority, Area 1 to “reduce poverty and enhance food security and nutrition (access and utilization)” and Priority Area 3 to “improve market linkages, value addition and the quality and safety of the food system.

This is a Service Contract, SC 7.

Reporting Lines

The Food System Assistant City Coordinator under the overall supervision of the FAO Representative in Bangladesh and under the direct supervision of the Chief Technical Advisor of the Dhaka Food System Project, and working on a day-to-day collaboration with the Food System City Coordinator.

Technical Focus

The incumbent will be based at project’s office at Narayangonj City Corporation and responsible for working with honourable Mayor, Councillors, different staff members of City corporation, private sectors, community leaders, government agencies, research institutes to facilitate multistakeholders’ approach to plan, and implement different activities that support to improve the city food governance, people accessibility to safe and nutritious foods, reducing food wastes, improving wet markets function and capacity building of the stakeholders.

Tasks and responsibilities

Assist in the preparation and implementation of the annual results-based work plans and result frameworks as endorsed by the project management team of DFS Project.

  • Implement different activities of the respective/assigned city corporation in line with the annual work plan and in coordination with the city authority, Town Federation.
  • Maintain regular and effective communication with the city authority, working group members, city consultative group, relevant ward councilors, city town federation, DFS Head Office, and other relevant people as and when required.

Assist in the implementation of city-level activities, these are related to food waste, retail and wholesale markets, distribution of food, food safety regulations and enforcement, pilot initiatives, as well as campaigns to raise awareness, amongst others.

  • Assist in technical and logistics aspects in organizing city working group meetings, stakeholder workshops, trainings for city stakeholders, market management committee, city working groups, and community leaders.
  • Support project field missions and other in-country missions including organizing community and supporting city for hosting missions
  • Networking and liaison with relevant organizations are working in respective city for knowledge collaboration, identifying scope of other collaboration/partnership to strengthen the Dhaka food systems.
  • Represent FAO’ s Dhaka Food System Project at different meetings, workshops at city level, and attendance at important/senior level meetings/workshop/seminar, while seeking advice from FSCC or CTA for proper guidance.
  • Maintain close communication with the Ward Offices of City Corporations and ward-level officials/resources to execute/monitor Dhaka Food Systems implementation.
  • Maintain a database of all contracts and support in contracts, letters of Agreement, and administrative and management processes including spot checks of the implementing partners.
  • Support in planning, organizing and coordinating workshops, trainings, field missions and other events of the project in close consultation with the project staff and the CTA.
  • In line with FAO and donor reporting lines, support projects in the preparation of progress reports, delivery reports as well as final reports; contribute to the preparation of briefs and comprehensive reports
  • Ensure proper documentation in a systematic way at city-level and provide necessary information to city authorities, different working groups, city consultative groups, and DFS Head Office.
  • Regularly collect data from the city government, relevant service providers, private sector companies, community groups, and follow up ton he implementation of different activities within the city.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Bachelor Degree in Social Sciences, Agricultural science, Urban and Regional Planning, Business Administration or any other subject related to Urban Governance.
  • At least 5 years of work experience including 3 years in a project officer-level position with responsibility of managing the implementation of activities, organising trainings, workshops, and engaging in dialogue or partnership building with organizations/agencies.

Technical/Functional Skills

    • Experience of working with City Government structures or similar context would be an advantage

    • Demonstrated competency in capacity building, training and organizational development of urban poor

Excellent ability to communicate in a credible and effective manner

Selection Criteria

  • Some experience in building and maintaining relations and partnerships with Local Government Institutions/organizations as well as diverse range of stakeholders

  • Significant experience of community-based development projects preferably in contexts of urban povert

  • Experience in gender responsive programming/implementation.
