Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

The Food Security and Agriculture Cluster (FSAC) Information Management Specialist (IMS) reports to the FSAC Coordinator and works in close consultation with the FAO and WFP program teams at national level.

Technical Focus

The FSAC IMS is one of the core cluster coordination team members and plays a vital role in collecting, analysing, and sharing information that is important for the cluster stakeholders to make informed, evidence based and strategic decisions on:

• the food security needs of affected populations;

• the prioritization of these areas according to food security indicators;

• where there is a need for food security actors and to what degree;

• what are the key gaps in activity and needs;

• what capacity (human, material, financial) exists to be used in support of the identified prioritised response needs.

The IMS supports the FSAC coordinator by collecting and analysing data and information required to make programmatic decisions. Fundamental to the job is the ability to collect and analyse data as well as to present information in a way that is easily understood by the cluster members e.g. through graphic means such a mapping, tables, charts, and narrative writing. In addition, s/he is responsible for consistent project tracking and monitoring resulting in evidence-based decision making for strategic interventions and improved implementation.

Tasks and responsibilities

  • Provide Information Management (IM) services to cluster partners for key decision making, including managing the FSAC monthly reporting tool;
  • Provide training and technical support to FSAC partners on the monthly reporting tool and data collection templates at national and subnational levels;
  • Proactively gather information from cluster partners and other organizations which may be of use to the cluster for informing decisions e.g. displacement data, floods data, access data etc.;
  • Identify secondary data and information resources as needed;
  • Lead the design of food security data collection forms, ensuring that the purpose and use of all data collected is clear, questions are simple, clear, collectable and easily collatable, highlighting where potential problems might arise;
  • Organize and manage the data input and initial analysis and presentation of FSAC data;
  • Create, manage and maintain up to date national level cluster contact directories and mailing lists of FSAC partners;
  • Establish, collect information for and maintain the monthly district level “Who Does What Where and When (4W)” maps to helps FSAC partners visualize gaps and overlaps of responses leading to avoidance of duplication of food security-related humanitarian assistance;
  • Update the FSAC 4W on the OCHA Google sheet on monthly basis for inclusion in OCHA’s Yemen Organizations Operational Presence map;
  • Report district level FSAC response data disaggregated by age and sex to OCHA on a monthly basis;
  • Produce district level response analysis interactive maps for the cluster’s two strategic objectives;
  • Consolidate FSAC partners planned activities on a monthly basis through the sub-district/village level mapping to assist in avoidance of overlaps and/or duplication of assistance;
  • Participation in the Integrated Food Security Phase Classification (IPC) analysis and providing the necessary food security response data;
  • Based on collected data, conduct needs and gap identification for the sector; facilitating and agreeing benchmarks to enable prioritisation within the sector;
  • Conduct inventory of and identify relevant common cluster data sets, including response data disaggregated by age and sex;
  • Collect data on the humanitarian requirements and contributions (financial, material, and human) for the HNO and HRP;
  • Liaise with OCHA and IM Focal Points in other clusters – share information as appropriate and identify and gather information from other clusters which can inform Food Security response and preparedness decisions;
  • Represent FSAC in the Information Management Working Group (IMWG) and other related fora;
  • Map food security resources, needs and gaps as requested;
  • Assist in organizing and following up with FSAC national level meetings (including preparing and disseminating meeting minutes)
  • Disseminate information, including through the cluster website, e-mail updates, bulletins, briefs, etc.;
  • Ensure the Yemen FSAC website is kept up to date;
  • Provide inputs for various situation reports (Sit Reps) and information inquiries as needed;
  • Perform other related duties as required;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in Computer Science, Information Technology, Information Systems, Engineering, Demography, Geographic sciences, Statistics, Economics or a related field.
  • At least 5 to 7 years progressively responsible humanitarian work experience with UN and/or NGO in data management, statistics, analysis, information management, and administration or closely related field;
  • Working knowledge of English and limited knowledge of Arabic, Chinese, French, Russian or Spanish (knowledge of Arabic is preferred)
  • National of Yemen.

Technical/Functional Skills

  • Work experience in more than one location or area of work in Yemen is desirable;
  • Extent and relevance of experience of high-level coordination and chairing of meetings;
  • Openness to learning, flexibility, and able to easily adapt to changing circumstances;
  • Proven skills to analyse statistical information;
  • Ability to translate planning-specifications into technical briefs for data capture and analysis, and vice versa;
  • Demonstrated understanding of different data collection methodologies;
  • Strong knowledge of and experience in using advanced Excel and data analysis software, including proficiency with databases;
  • Understanding of GIS/Cartographic outputs and ability to collect and organize data to support their production;
  • Ability to present information in understandable tables, charts and graphs;
  • Ability to maintain and manage website content for the cluster;
  • Data storage and file management expertise;
  • Assessment, survey, and monitoring and evaluation expertise;
  • Communications and technical writing using both graphic and narrative presentations;
  • Information Technology and networking skills;
  • Knowledge of ArcGIS or other mapping software is an advantage.

  • Good understanding and respect of data protection guidelines;
  • Knowledge of UN System, NGO humanitarian community and familiarity with cluster approach;
