With an average annual budget of US$50 million, the Haiti office's management indicators have a significant impact on the performance of the LACRO region.

UNICEF Haiti has made significant progress in terms of managing risk and documenting results, with the introduction effective assurance and third party monitoring across the country as well as the next implementation of E-tools which enhance planning and managing field activities.

However, humanitarian work is fraught with risks. When risks are well managed, extraordinary results can be achieved; inadequate management of risks can undermine the achievement of results.

The context of uncertainty over the resource mobilization will call for new and innovative approaches and flexibility, often involving additional risk. Hence the need for an Operations Specialist (Internal Control) covering programme and the operating environment.

How can you make a difference?

Under the direct supervision of the Deputy Representative Operations, responsible for carrying out proactive and systematic audits and reviews of all Country Office systems and processes (governance, program, operations) in order to provide an independent and objective assessment of the rationale, adequacy and effectiveness of the Country Office’s risk management and internal control framework, processes and systems. Conduct fact-findings in case of irregularities found during due diligence reviews or brought to the attention of the Country Office.

In consultation with the Deputy Representative Operations, undertakes the following:

  • Contributes to preparation and development and roll out of Office Accountability Framework based on UNICEF Accountability Framework. Responsible for office processes to proactively and systematically identify, assess and manage key risks and opportunities to facilitate the achievement of CO objectives and planned results. Responsible for process leading to office undertaking twice a year risk control self-assessment (RCSA) and the new Enterprise Governance Risk and compliance (eGRC) as part of the mid and annual review process, reports on the outcomes and propose mitigating activities and implementation status. Regularly monitor the status of actions defined to mitigate significant risks and update the Office Risk Profile. Focal point in updating and ensuring quality Risk assessment and management information is updated under the Performance Management System.

  • Conduct periodic self Assessment Exercises aimed to review key aspects of the office’s operations, to strengthen the management of the office and identify significant uncontrolled risks and/or presence of positive management practices that exist in the office. Conduct periodic self audit of all transactions, information entered in VISION, coding of transactions to ensure the office’s adherence to procedures, that quality information, and correct coding is applied.

  • Develops approach of and conducts special assignments, including fact-findings in the case of irregularities, as directed by the country office management and in compliance with the organizational policies and procedures. Formulates pragmatic recommendations and secures the agreement of management to improve problematic areas. Monitors and assesses adequacy of actions taken to correct reported deficiencies.
  • Within the framework of the Harmonized Approach of Cash Transfers to Implementing Partners (HACT), contributes in the formulation and implementation of Haiti Country office HACT Assurance plan which provides for a cost-effective assurance systems to ensure funds entrusted to UNICEF by donors are utilized as intended; there is transparent processes and oversight of cash transfers and capacities of national partners is strengthened for the management and accountability of cash transferred. Ensure the development of HACT compliant procedures, manual and guidelines for use by implementing partners. Follow-up with PME section that programmatic findings, spot-checks findings and audit findings are actioned and closed timely.
  • Works with Management, and Learning Committee members to identify areas where Internal Control training and refresher sessions are required. Support the provision of the above training or refresher courses.
  • Support office-wide Audit Preparations and the consolidation of the documentations required for the audit. This includes full documentation of each self-assessment exercise carried out by the country office. Coordinate follow up on open Audit Observations and sustainability status.

Impact of Results

Makes decisions and provides advice on Internal Control related issues to meet internal Control targeted goals and objectives. This advice/decisions affects the appropriate functioning of Office Work Processes and generally ensures efficiency in overall office management.

Make the recommendations and support the effective implementation of all UNICEF relevant program requirements, including HACT rollout plan, quality assurance activities, audit compliance, program review, operations process.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Business Administration, Management, Audit, accounting or other fields related to the work of UNICEF. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of 5 years of operations management and/or internal and financial audit experience in international organizations.
  • Experience in fraud/investigative work, as well as in IT audit.
  • Work in developing countries and experience in an inter-governmental organization desirable.
  • Fluency in French and English as required, Knowledge of the local working language of the duty station is an asset.
