Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework by supporting the transformation to More efficient, inclusive, resilient and sustainable agri-food systems, for Better production, Better nutrition, a Better environment and a Better life, leaving no one behind. The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and the well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the syndication of the FAO information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and the well-being of fishing communities, including the safety of fishers and fishing vessels.

Reporting Lines The Fishery Officer reports to the Senior Fisheries Officer/Team Leader, in the Fishing Technology Operations team, NFIFO.

Technical Focus Provision of support to FAO's work related to the implementation of Chapter 8 (Fishing Operations) of the Code of Conduct for Responsible Fisheries with a focus on promoting safety of fishing vessels and fishing vessel personnel and building capacity of fishers to increase safety in fishing operations and to improve occupational health and safety in the seafood value chain, in line with the FAO Strategic Objectives 2022-2031, the FAO Programme Priority Areas on Blue Transformation, Small-scale producers' equitable access to resources, Agriculture and food emergencies, Resilient agri-food systems and the UN Sustainable Development Goals.

Key Results Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions • Researches and analyses technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services. • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages. • Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects. • Collaborates in the development of improved/updated tools, systems, processes, and databases. • Participates in multi-disciplinary teams, and/or leads working groups/teams, collaborates with other units and agencies on work groups and committees and promotes best practices. • Collaborates in, provides technical backstopping to and ensures the quality / effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, on-line tools. • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations. • Supports resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions • Provides advice to NFI Senior management for governments, inter-governmental organizations and the fishing industry on policies, strategies and methods for improving safety in fisheries, including fishing vessels, fishing harbours, fishing vessel personnel, and fishing operations, with the aim to reduce accidents and fatalities in fishing operations. • Liaises with international and regional organizations active in maritime, safety, and fisheries subjects, such as IMO, ILO, ITF, EMSA, Regional Fisheries Management Organisations (RFMOs) and Regional Fishery Bodies (RFB), to effectively develop and implement international and regional instruments, conventions, safety codes, guidelines, standards and arrangements that contribute to responsible fishing operations, with an emphasis on improving safety and occupational health in commercial fishing, as well as in the seafood value chain. • Prepares, organizes and/or participates in technical meetings, studies, capacity-building programmes and other activities to improve application of proper safety measures that save lives, prevent accidents and injuries, contribute to occupational health and decent working conditions, prevent damage to vessels, protect the aquatic environment and contribute to sustainable and profitable commercial fishing operations. • Analyses and disseminates experiences and lessons learned on the causes of fishing industry accidents, measures to be taken to prevent accidents, and support a 'learning' system that will continuously update and advice stakeholders on safety issues, contributing also to development of climate change adaptation actions and resilience in the fishing industry. • Supports FAO activities in education, training and certification of fishing vessel personnel, with those of other international, regional and national organizations, partnerships and institutions concerned with training and education in the fishing industry, with a focus on small-scale fisheries. • Collaborates with NFI colleagues as needed, and in particular around activities related to overall safety in fishing operations and capacity building aspects. • Provides technical support and backstopping to field projects related to safety in commercial fisheries, including project planning, formulation, evaluation, the selecting and briefing of experts, supervising their field work and preparation of reports, in consultation with other divisions within FAO and, if appropriate, with other organizations. • Liaises with research and development institutions and related international or national bodies in developed and developing countries and builds partnerships in the implementation of FAO's programme of work related to the above subjects. • Supervises the preparation and/or editing of documents and reference works on the above subjects, including textbooks, websites and eLearning courses for training of safety trainers, fishers, aquaculture farmers, and seafood workers, in improving safety and occupational health in the fishing industry. • Performs other duties as required.

Minimum Requirements • Advanced university degree in maritime affairs, safety, health, fisheries or other related field to safety and occupational health. • Five years of relevant experience in maritime or fishery education and training in safety subjects or related fields. • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable. • Extent and relevance of experience and knowledge in planning, coordinating and supervising work related to safety and occupational health in fishing or maritime operations, preferably including fishing vessel and fishing personnel safety, or occupational health in the seafood value chain. • Extent and relevance of experience in providing technical advice, education and training on personnel safety in the maritime and fishing industry, vessel safety, and safety and occupational health of personnel. • Depth of familiarity with the fisheries or maritime sector in developing countries, and experience with safety issues in small-scale and industrial operations. • Extent and relevance of experience in coordinating and liaising with relevant international and regional organizations dealing with safety and occupational health in fisheries and the seafood value chain, or in other maritime sectors. • Ability to write clearly and concisely, edit technical papers for publication and make effective oral presentations, preferably in more than one official language of the Organization. • Ability to organize and coordinate meetings and training activities. • Ability to mobilize resources.
