Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate. The Programme and Budget Section plans, coordinates and supervises the timely and accurate preparation of the IAEA's programme and budget documents, ensuring innovative financial policies and strategies and a results-based approach, as well as monitoring the day-to-day implementation of the budget so as to promote effective and efficient use of resources.

Main Purpose

The Financial Management Officer (EB resources) supports Section Head, Programme and Budget, and the Director in coordinating the activities of the Division, represents the Division on numerous committees, projects and meetings, performs analysis and coordinates divisional communication, mainly in relation to activities to enhance Extra budgetary (EB) operations organisation-wide.

Role

The Financial Management Officer (EB resources) is: (1) an expert, providing advice to the management team of and (2) a coordinator, organising and implementing an organisation-wide cost recovery policy, as well as other initiatives needed to enhance EB at the IAEA.

Functions / Key Results Expected

Implement an Agency-wide cost recovery system, based on an IAEA internal and industry best practice . Develop and roll out implementation of cost recovery procedures, tools, standard price lists, cost accounting systems and IT system requirements. Coordinate with all IAEA Departments and Offices and with other UN system organisations, as required. Carry out change management and training activities on cost recovery; develop an internal and external communication plan and act as the main MTBF liaison for internal and external communication; and ensure all compliance and reporting aspects are addressed. Produce training materials and process documentation and deliver presentations and training on cost recovery. Represent the Division in cross divisional or departmental committees related to EB and Partnership and Resource Mobilisation (PRM). Co-chair the Partnerships and Donor Review Committee (PDRC), leads and provide inputs in MTBFs efforts relating to policy development in the area of partnership and resource mobilisation, including cost recovery. Coordinate and develop effective communication with internal and external stakeholders such as programme and administrative managers and delegations and other UN system organisations as required. Monitor the roll-out of the new cost recovery policy, to ensure controlled and harmonised implementation across the house. Perform analysis and oversight on key financial metrics. Any other duties as required.

Advanced university degree in financial management, business administration, accounting or a closely related field.

A first level university degree with three years of additional relevant work experience and certifications from a recognized accounting body (e.g. ACCA, CPA, CMA) may be accepted in lieu of the Advanced University Degree.

A minimum of seven (7) years of progressively responsible experience in financial management and advisory services. Knowledge and understanding of audit and financial management functions. Knowledge of financial and budgetary procedures and techniques and procurement of goods and services. Substantive experience in drafting clear, concise and accurate documents setting out facts, analysis and conclusions. Hands-on experience in management control and cost accounting.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $77326 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36266*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
