OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Department of Financial Resources Management (FRM) oversees the financial transactions of the Organization by establishing its financial regulations and rules, as well as the accounting policies and procedures; processes the disbursements of funds; prepares the financial statements of the Organization including the reporting of regular funds and extra-budgetary funds; monitors the inflow of funding and utilization of these resources; is responsible for investments and banking, financial analysis, the monitoring of the cost centers’ financial administration, payroll, pension and taxes, Staff Health Insurance, and the processes and systems involved with FRM’s area of responsibility.

DESCRIPTION OF DUTIES

Under the general guidance of the Director, Financial Resources Management (FRM) and the direct supervision of the Treasurer and Senior Advisor, Financial Services (FRM/FS), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Management and Administration

  2. Identify and implement best practices in financial monitoring, reporting, and risk management in the operations of the Team;

  3. Develop and maintain all policies and procedures regarding team operations, including Standard Operating Procedures (SOP) and Job Aids in PMIS;
  4. Ensure appropriate level of training in PMIS business processes for team and technical and country office counterparts;
  5. Supervise the day-to-day operations of the Trust Funds Management team; provide training, advice and guidance on issues arising from the day-to-day activities of the office; monitor changes in workload in order to ensure equitable distribution of work to maintain optimal efficiency and output as well as job satisfaction; redistribute work when necessary; follow up on any deviation of work output;
  6. Provide leadership, guidance and monitoring of staff through setting of clear work objectives, timely and effective use of performance reviews and feedback mechanisms, regular communications, and solving interpersonal or technical conflicts; establish and support a learning environment;
  7. Liaise with technical staff, PBE, ERP, Legal and operational units to ensure provision of appropriate level of reporting services and operational support;

  8. Operations

  9. Review PAHO Voluntary Contribution project proposals and agreements, and make recommendations on the financial aspects, especially in the following areas: currency requirements, initial advances from donors, reimbursement procedures, program support cost, and financial reporting; provide advice and assistance to PAHO senior management and technical staff in the development of the financial aspects of project proposals and agreements, and certify their appropriateness prior to signature by the Director of PAHO and/or submission to funding agencies for approval;

  10. Participate in negotiations with donor agencies and financial institutions regarding individual project proposals and agreements whenever necessary to ensure that financial aspects in such instruments are acceptable to PAHO administrative practices in accordance with the Financial Regulations and Rules of PAHO;
  11. Interpret and apply financial regulations, rules, policies, and procedures affecting Voluntary Contributions operations, especially those established by donor agencies, and prepare recommendations and pertinent operational guidelines for management required in the formulation, implementation, and evaluation of projects;
  12. Analyze the financial position of Voluntary Contribution projects to ensure compliance with signed agreements in the following areas: monitor award and expenditure activity in relation to revenue received; monitor cash balances and receivables in relation to authorized commitments, funding schedules, and the life of the project; ensure timely collection of receivables and prompt return of unused funds;
  13. Prepare and certify monthly and ad hoc financial reports for Executive Management, Project Coordinators and Cost Center Managers, primarily on general Voluntary Contribution agreements activity, specific donor activities and overall PAHO project implementation;
  14. Support the annual financial closure and the preparation of the annual Financial Report of the Director; prepare all annual financial statements related to PAHO Voluntary Contributions activity; coordinate the preparation of notes and schedules to the financial statements for various PAHO special funds;
  15. Monitor and maintain the integrity of day-to-day financial activity in PAHO’s Management Information System within the assigned areas of responsibility, identify information requirements that will further assist in the management of Voluntary Contribution operations;

  16. Other Duties

  17. As the Business Process Expert for Awards-Voluntary Contributions, provide systems analysis regarding scheduled upgrades, systems anomalies, and future requirements;

  18. Serve as an active signatory on all headquarters bank accounts;
  19. Perform other related duties as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A bachelor’s degree in finance, business, accounting, communications, languages, liberal arts, international relations or in a social science related to the functions of the post, from a recognized university.

Desirable: Certification as a Certified Public Accountant (CPA) or Chartered Accountant (CA) or a master’s degree in Finance, Accounting or Business Administration would be an asset.

Experience****:

Essential: Seven years of combined national and international experience in accounting and finance.

Desirable: Experience in management of voluntary contribution portfolios and donor relationships. Experience working with International Public Sector Accounting Standards (IPSAS) and/or Workday Financial Management Modules would be an asset.

  • Expertise in financial accounting and reporting, including experience in analyzing, reconciling, reviewing and consolidating various financial reports into executive level reports, and preparing a comprehensive analysis of status, variances, and future scenarios.

Languages:

Very good knowledge of English with a working knowledge of Spanish. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Experience with complex ERP systems particularly with regards to financial, accounting, and/or project management operations. Demonstrated ability to effectively use a computer and programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint, Teams and Outlook. Knowledge of Workday would be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

US $ 62,120.00 post adjustment

Post Adjustment****: 49.6% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
