Org. Setting and Reporting This position is located in the Advisory Board on Compensation Claims (ABCC) team, Risk Management and Compensation Section, Financial Risk Management Service (FRMS), Office of the Programme Planning, Finance and Budget (OPPFB) of the Department of Management Strategy, Policy and Compliance (DMSPC).

The Finance Officer reports to the Chief of the Commercial Insurance and Compensations Section.

The Secretary of the ABCC and of the UN Claims Board (UNCB) provides documentary, analytical and administrative services to the Boards which make recommendations to the Secretary General and the Controller respectively, concerning the compensations to be paid to Staff Members, Consultants, Military Observers and Members of Commissions, committees or Similar Bodies in the event of A) death, injury or illness attributable to service with the United Nations under Appendix D to the Staff Rules and ST/SGB/103/Rev.1, and B) loss of or damage to personal effects resulting from performance of official duties, service in a special area, or travel by means of transport furnished by or at the expense of the United Nations.

Responsibilities The incumbent is responsible for research and preparation of the presentations to the Boards and their recommendations to the Secretary General and the Controller on the disposition of claims submitted to the Advisory Board on Compensation Claims (ABCC) and the the United Nations Claims Board (UNCB) in New York, Geneva and Vienna.

  • Undertakes research and analysis of all cases submitted to the Boards;
  • Reviews and analyses all documents and information submitted as to the propriety, legality and correctness of claims;
  • Directs fact-finding research on cases, collects documentary evidence and expedites processing of claims;
  • Prepares and drafts case summaries ensuring full documentation availability to the members of the Boards;
  • Initiates, plans and organizes meetings of the Boards;
  • Prepares draft agenda for Boards' meetings;
  • Participates in and drafts minutes of all meetings;
  • Corresponds with and informs claimants of the status of their cases; Ensures correct formulation of the Boards' recommendations and their prompt submission to the SG and to the Controller, respectively, and to timely implementation of their decisions;
  • Compiles information and maintains records for reference and to serve as guidelines for the consistent application of and strict adherence to Staff Rules/Regulations and to policies adopted;
  • Interprets complex cases and provides rationale for decisions based thereon and on applicable precedents;
  • Provides advisory services to local Claims Boards;
  • Advises and assists the Members of the Boards in their deliberations on pending cases;
  • Liaises and assists in initiating and maintaining contacts with claimants, their Counsels and all UN Departments/Offices, Regional Commissions, Specialized Agencies and Governments;
  • Responsible for the computation of entitlements and periodic adjustments of benefits in accordance with established procedures and guidelines;
  • Exercises authority delegated by the Controller for approving and certifying payments of awards, including monthly benefits as well as approval of reimbursement of medical expenses, funeral expenses, compensation for permanent disfigurement or loss of function for claims up to $50,000, under Appendix D;
  • Prepares and maintains statistical data relative to claims for purpose of budget appropriations;
  • Prepares reports on the activities of the secretariats relating to the processing of claims and the changes of policies, procedures and instructions;
  • Oversees provision of all administrative services, initiates and co-ordinates all other actions required for the effective processing bf claims and implementation of the decisions taken by the SG and the Controller respectively;
  • Identifies, examines and resolves issues relating to Staff/claimants' benefits;
  • Plans, co-ordinates and supervises the work of the Staff of the ABCC and UNCB Secretariats;
  • Evaluates and prepares reports on Staff; and performs other duties as required;

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in law, social sciences, personnel administration or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience Minimum of seven years of progressively responsible experience in finance, law, administration, human resources or related area is required.

Experience in interpreting and applying UN or any similar large scale international organization's Staff entitlements relating to death, injury, disability and loss of personnel effects is desirable.

Supervisory experience is desirable.

Change management experience is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
