JOB PURPOSE

To manage the stewardship of WFP’s resources, coordinating specialized payroll team, managing payroll operations, and reporting requirements of the organization. To leverage technical expertise to provide innovative strategies and technical approaches to financial matters, to ensure payroll operations and other related services are undertaken in the most efficient and effective way.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of Chief, Corporate Payroll, the incumbent shall perform the following duties:

1. Manages and guides the work of the team in delivering its objectives of Corporate Payroll services including, management of social security benefits, third-party reporting/payments, statutory and other reporting. 2. Acting Incharge during the absence of Chief FINP 3. Oversees and provides supports to Country Offices on local staff payroll (Quantum) and retiree payroll and account management. 4. As payroll process expert, responsible for the preparation/review of business requirements, review and assess business processes, and oversees functional and integration testing. 5. Advise and support COs/RBS in implementing accounting and budgeting of payroll policies and plans to ensure transparent and efficient utilization of WFP’s financial resources. 6. Where necessary, manage and coordinate human resource functions related to staff benefits, social security, recruitment of local staff, and training. 7. Propose innovative financial solutions to improve efficiency and effectiveness of operations, minimize risk, and align services with business objectives. 8. Develop and oversee the delivery of financial controls and insight into WFP performance, undertaking periodic risk and internal control assessments to identify areas that may present potential audit, compliance, or financial risks. 9. Lead, motivate, and coach a team of finance professionals and general service staff to enable continued development and high performance. 10. Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men. 11. Contribute to preparedness actions such as early warning, risk analysis, and contingency planning and make recommendations. Periodically monitor the management of risks and report on any action taken. 12. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience plus membership in an internationally recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

Experience: At least 8 years of progressively responsible experience in the Finance field, including at least 5 years in Payroll.

Language: Fluency (level C) in the English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

OTHER SPECIFIC JOB REQUIREMENTS

  • Experience in the development of IT solutions from a business perspective
  • Sound knowledge of HR rules and regulations and IPSAS employee benefits
  • Good knowledge of position budgeting
  • Demonstrate working knowledge of Payroll systems and other cross-functional modules such as HR Personnel and benefits administration, Organization and Position Management, and Position Budgeting and Control.

TERMS AND CONDITIONS

Non-Rotational Nature Mobility is and continues to be a core contractual requirement in WFP. This position is however classified as “nonrotational” which means the incumbent shall not be subject to the regular reassignment process unless the position is reclassified as rotational.

The selected candidate will be employed on a fixed-term contract with a probationary period of one year. WFP offers an attractive compensation and benefits package, including basic salary, post adjustment, relocation entitlement, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
