BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Finance Officer International Consultant will engage in all activities related to assurance and control systems in the region in direct support to the 17 Country Offices in Asia and the Pacific Region. Special focus will be given to financial risk management, risk monitoring, risk registers, annual ED Assurance and Letter of Representation exercises among others. The International Consultant will report directly to the Regional Finance Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the assurance and internal controls initiatives and projects, including but not limited to analysis of risk registers for COs and RB, risk monitoring (definition of key risk indicators and dashboard), and internal controls for Cash-based Transfer
  2. Promote the Anti-Fraud and Anti-Corruption policies across the Region
  3. Support in the preparation of the ED Assurance and Letter of Representation exercises
  4. Perform financial and risk analysis during the preparation of CSPs
  5. Conduct oversight mission to Country Offices
  6. Other duties as required

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced university degree in finance, accounting, risk management or concerned fields, or first university degree in the same subject(s) with additional years of related work experience.

Experience:

At least three (3) years of experience in finance, accounting, risks areas in the humanitarian context

Skills & Knowledge:

  1. Knowledge of finance, accounting and/or risk management.
  2. Knowledge of standard office software packages, i.e. MS Excel and Word
  3. Participate in open dialogue, and values the diverse opinion of others, regardless of background, culture or experience.
  4. Contribute in accomplishing team activities and goals in challenging circumstances.
  5. Ability to work toward deadlines and follow due processes
