Org. Setting and Reporting This post is in Cashier's Section, Financial Risk Management Service, Office of Programme Planning, Budget and Accounts (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC).

The Cashier's Section has the fiduciary responsibility of the United Nations cash and related financial assets and its mandate is to support the operations of the United Nations peacekeeping missions and Offices Away from Headquarters, and to safeguard the United Nations cash and related financial assets.

Responsibilities Under the overall supervision and guidance of the Chief, Cashier's Section, and in coordination with intra and inter-divisional/departmental offices, as appropriate, the incumbent performs Cashier’s Office duties, as follows:

(1) Cash Management function: -Analyze and monitor bank account end-of-day balances, review and evaluate regular cash requirement forecast report and determine the cash requirements at Headquarters, Offices-away-from-Headquarters, Peacekeeping Missions and Resident Coordinator (RC) and Department of Security and Safety (DSS) Offices; -Fund adequately the house-bank account so that payments can be processed; -Prepare and consolidate cash requirement report and bank account balances and ensure that all remittances are monitored and executed appropriately; -Sweep incoming funds into the United Nations investment pool bank account, compute the net amount to be withdrawn from or to be deposited to the United Nations investment pool and fund the daily cash requirement or to invest excess funds.

(2) Payment processing function: - Ensure that proposed payments for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, troops and contingent-owned equipment expenses are paid in accordance with the Financial Regulations and Rules (FRR) of the UN; - Ensure internal control of the payment and recording systems are functioning and that all relevant records are maintained and safeguarded for audit and investigation purposes; - Provide guidance on settlement instructions of foreign exchange and investment transaction, maintenance of the counterparty details, UN house bank determination and routing of cross boarder payment; - Identify issues and irregularities in payment transactions, and foreign exchange settlement and in bank accounts balances (overdraft, excess balances, and failed payments); - Investigate and resolve issues and irregularities in a timely and effective manner - Participate in the definition of the static data and related governance that supports the cash management and payment processing.

Perform other related duties as required.

Competencies Professionalism: Demonstrates professional competence and mastery of subject matter; Knowledge in how payment clearing and payment systems (such as DTCC and SEPA) function in different countries; Ability to support and guide staff members that perform cashiering functions in different Offices located in different time zones; Ability to draft and implement cashier operational procedures; Knowledge of the SWIFT ‘inter-bank’ communication network and SWIFT messaging formats; Knowledge of foreign exchange transaction operation and associated risks. Client Orientation: Considers all those to whom services are provided to be "clients " and seeks to see things from clients' point of view; Establishes and maintains productive partnerships with clients by gaining their trust and respect; Identifies clients' needs and matches them to appropriate solutions; Monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; Keeps clients informed of progress or setbacks in projects; Meets timeline for delivery of products or services to client.

Education Advanced university degree (Master's degree or equivalent degree) in business or public administration, finance or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in finance, business administration, Treasury or related field is required. Experience with payments systems and processing and payment infrastructure of various countries in the world is desirable. Experience with country risk, computation of cash requirement, foreign exchange transaction, settlement, confirmation and affirmation is desirable. Experience in formatting SWIFT messages and routing payments is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include a written assessment exercise which may be followed by competency-based interview.
