This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

Eligibility criteria

Minimum age: 35 years old, unless specified otherwise below. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of Administrative Officer – Finances & Budget, the UNV Expert -Finance & Budget Assistant will:

  1. Budget:
  • Assists in the preparation of supporting documents (narrative and supporting tables) with respect to finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements.
  • Supports the FMO in extracting information and generating expenditure reports from computerized information system databases; assists in preliminary analyses of the extracted information and the reports generated, and highlights areas of concern.
  • Assists in the development of resource requirements for budget submissions and in the preparation of budget performance submissions.
  • Assists the FMO in the preparation/finalization of reports to project managers and donors.
  • Prepares obligations in UMOJA and review them to ensure that funds are available, and the correct account has been used.
  • Assists in the financial backstopping of trust funds, including monitoring the status of voluntary contributions, generating expenditure reports from UMOJA and monitoring reporting requirements by donors.
  1. Finance:
  • Prepare payments for final disbursement (implementing partners and vendors). Review incoming payment instructions with regards to banking details and sources of funds. Ensure banking details are correct in the system. Notify payees of status of payments.
  • Monitoring of bank account movements and balance. Registration of monthly bank charges and deposits.
  • Dispatch payment instructions and cheques to banks.
  • Create receipts and deposits for all incoming funds. Assist staff members, Fund Management Officers, and donors regarding queries on payment and deposit-related issues.
  • Assist in the reconciliation of project expenditures (UNDP Charges) and revision of open commitments.
  1. Others:
  • Drafts routine correspondence with respect to enquiries related to relevant financial and budget matters.
  • Maintains and keep up-to-date files.
  • Provides administrative support to the Finance Management Officer as required
  • Any other related tasks as may be required or assigned by the supervisor.

Qualifications/Requirements

Required degree level:

Master degree or equivalent

Education - Additional Comments:

Master degree in accounting, administration, or related area

Required experience:

180 Months

Experience remark:

  • 15 years of professional work experience at the national and/or international level or special skills-set.
  • 3 years of specific experience in finance, budget, accounting, administrative services, or related area.
  • Experience in United Nations or other international organization is an advantage
  • Excellent oral and written skills; excellent drafting, formulation, reporting skills;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.

  • English(Mandatory), Level - Fluent
  • Spanish(Mandatory), Level - Fluent
