How can you make a difference?

The Finance Associate will be responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF and financial rules and regulations, as well as Global Fund budgeting guidelines, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design.

At the G-6 level, the below tasks are expected to be carried out with a high level of independence.

KEY RESPONSIBILITIES

  • Responsible for setting up financial and administrative systems relevant to the GF-funded project in accordance with GF and UNICEF financial policies, guidelines and procedures, and other obligations in the grant agreements
  • Monitors and supervises the management and administration of all financial transactions under the GF grant.
  • Prepares quarterly monitoring table of budget expenditure and commitments, as well as quarterly cashflow requirement
  • Early identification of activity expenditure that may require specific GF approval, as required by GF budgeting guidelines

  • Ensures that proper internal controls within the financial operations of the project are developed and strictly enforced, particularly for Direct Cash Transfers, Reimbursement and Direct Payments.

  • Ensures proper tracking of financial expenditures and pipeline analysis as required for grant management

  • Reviews all expenditure requests (proposals) prior to submitting to the Health Specialist (HIV and TB) within delegated authority.
  • Ensures that a proper record is kept for assets (if at all) procured by GF grant including those donated to government partners, in accordance with GF requirements
  • Produces financial inputs to Progress Updates, Progress Updates/Disbursement requests and Pulse Checks, as required by Global Fund
  • Promote culture of highest ethical standards and behaviour in management of UNICEF’s resources.
  • Support operations of the office as required.

To qualify as an advocate for every child you will have…

  • Completion of secondary education is required with professional/university level courses in Accounting and Finance/Business administration considered as a requirement.
  • A minimum of six years of accounting experience in the area of finance and accounting is required.
  • Professional experience in financial management or audits in an international organization and/or large corporation is an asset.
  • Experience in a UN system agency or organization implementing GF grants is desirable.
  • Advanced knowledge of Microsoft Office, especially Excel required.
  • Fluency in English is required.

Remarks:

The post is currently based in Lviv, but based on the evolution of the situation in the country the staff member will be expected to move to a different location within Ukraine.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
