Org. Setting and Reporting This post is in located in the Department of Management Strategy, Policy and Compliance (DMSPC); Office of Programme Planning, Finance and Budget (OPPFB), Financial Risk Management Service (FRMS) and the incumbent reports to the Chief Cashier.

Responsibilities The duties and responsibilities of the incumbent include the following and will be assigned to the incumbent based on the exigencies of the office:

Cash Management: - Run the daily payment process and prepare the cash management spreadsheets; - Review the daily cash requirements shown in the cash management spreadsheets to replenish the multi-currency operation United Nations House Bank (HB) accounts worldwide (about 150 HB accounts); - Create the Foreign Exchange (FX) requests to replenish the none US Dollar HB accounts; - Liaise with the Treasury FX trading desk to trade the FX transaction requests; - Match and confirm the FX transactions in the Bloomberg system FXGO; - Assign the Standing Settlement Instructions (SSI) to the matched and confirmed FX transactions; - Record the FX transactions in the Umoja system; - Create the US Dollar replenishment requests in the Umoja system; - Liaise with the Treasury officers responsible to post, approve and release the FX and the fund transfer transactions; - Calculate the same day due date payments in the Umoja and add the calculated amounts to the respective HB account replenishments; - Ensure that excess daily cash is added to the investment pool; - Request funds from the investment pool when there is a fund shortage to replenish the operation HB account.

Monitoring of the house bank account replenishments: - Monitor the deposit HB accounts and ensure that all deposited funds are taken into account in the daily cash management; - Monitor the operation HB accounts by (1) reviewing the daily HB account statements in the Umoja system; (2) ensuring that the requested and recorded FX transactions are settled on the settlement due date; (3) ensuring that all the US Dollar replenishments requests are executed on the due date and (4) ensuring that all the fund transfer related SWIFT transactions are released in SWIFT Alliance; - Liaise and resolve any replenishment issues with the HB account manager when they arise; - Liaise and resolve any issues with the FX counterparty settlement divisions when they arise; - Create and amend SWIFT messages as required; - Monitor the amounts of the outstanding checks and ensure that the related drawing HB account is appropriately replenished.

Maintenance of standard settlement instructions (SSI): - Maintain the SSI in the Bloomberg FXGO system; - Maintain the SSI for the US Dollar replenishment in the Umoja system.

Payroll processing and other staff member benefit payments: - Liaise with the payroll and travel units and batch all the payroll and benefit payments for the approval of the bank signatory; - Monitor payroll and benefit payments and ensure that they are completed on the expected payment due date; - Take a proactive action if payments have not been executed properly in the Umoja system or at the house bank.

Other tasks: Process other cashier related tasks as required, such as vendor payment processing.

Education High school diploma or equivalent.

Work Experience A minimum of five years experience in finance, banking, treasury or related area is required. Experience in ERP (for example SAP) or payment systems (for example SWIFT and banking-proprietary systems) is required. Experience working with Microsoft Excel spreadsheet is required. Experience with payment processes, rules and practices both within an international organization and the banking system is desirable. Experience with local and global payment regulation, global sanctions and watchlist screening is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; Knowledge of another official United Nations language is an advantage.
