Org. Setting and Reporting This position is located in the Strategic Heritage Plan (SHP) office, established to undertake the renovation and refurbishment of the United Nations Office at Geneva (UNOG) complex. The Budget and Cost Management Officer reports to the Senior Administrative Officer (SAO).

Responsibilities Within delegated authority, the Budget and Financial Reporting Officer will be responsible for the following duties:

Cost planning, financial reporting and management: - Leads the cost forecast and programme change control process as regards budget sufficiency; - Co-ordinates with project stakeholders to recommend mutually beneficial ways to minimize the overall cost to the UN, and brings recommendations to Senior Management for decision; - Regularly liaises with external cost planners on the continuous updating of the rolling SHP cost plan until project completion and feeds updated information into internal and external cost planning documents and reports; - Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements for the SHP; - Prepares cost projections for the project; - Provides detailed input with respect to resource requirements for annual budget submissions to Member States; - Reviews, analyzes and finalizes program budget/financial implications to the General Assembly statements in light of additional mandates; - Provides substantive support to relevant intergovernmental and expert bodies in their budget review, and assists in securing approval from the General Assembly.

Budget administration: - Issues allotments, manages and monitors budget implementation and recommends reallocation of funds as necessary; - Supports the Senior Administrative Officer in administering and managing extra-budgetary resources, particularly the CHF 400 million Swiss loan funding, ensuring compliance with regulations and rules and established policies and procedures and with the Host Country loan agreement; - Prepares the regular financial and budgetary reporting to the host country, in CHF, in respect of the loan agreement; - Initiates and conducts studies to improve budget reporting systems and cost-effective utilization of program resources; - Designs and enhances financial reporting tools to maximize accuracy and efficiency of financial reporting in a currency that is not supported in the Umoja ERP system; - Prepares financial reports to other extra-budgetary donors, manages transfers of cost between SHP and UNOG General funds and prepares acknowledgements of donations; - Prepares budget performance submissions for inclusion within the annual report of the Secretary-General in respect of the SHP; - Reviews and finalizes budget performance reports, analysing variances between approved budgets and actual expenditures; - Provides substantive support to relevant intergovernmental and expert bodies; - Verifies the reliability of the sources of cost data used to prepare cost estimates, and reviews the compliance of services and works with the budget cost plan in the context of all project disciplines.

General: - Provides advice and guidance, including training, to project staff on budgetary and financial policies and procedures; - Participates in inter-departmental meetings related to resource requirements, programming and budgetary issues; - Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures; - Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules; - Maintains a set of sound policies, procedures, standards and tools, which are consistent with UN policy and practice, to ensure proper accounting, financial management and control; - Manages the project’s cashflow to ensure that drawdowns of loan finance are promptly requested from the host government to meet expenditure requirements but the bank balance does not exceed the threshold above which the UN becomes liable for negative interest; - Oversees the recording of accounting entries related to the SHP in Umoja for inclusion in the Volume I IPSAS financial statements, and sets up and maintains an IPSAS compliant WBS structure and ensures that relevant SHP financial records are IPSAS compliant; •Takes the lead on project requisitions, reviews and approves shopping carts, low value purchase orders, travel documents and supervises administrative staff of the project in their preparation, ensuring correct allocation of costs across the project’s complex cost reporting structure; - Represents SHP project in inter and intra-departmental meetings; - May plan, organize, manage and supervise the work of the Unit/Section assigned; - Guides junior SHP staff and provides advice to SHP management on budgetary and administrative policies and procedures; - Incumbents may be asked to perform other related duties.

    Education An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in a large international organization in budgeting, finance, and in the monitoring and analysis of financial management systems is required.

    Experience in programme budget is desirable.

    Experience in leading a team of staff working on a number of budgets is desirable.

    Experience in a large-scale project management environment is desirable.

    Experience with advanced spreadsheet tools and functionalities, such as Power Queries, VBA Macros, and complex formulas is desirable.

    Experience with database analysis is desirable.

    Experience with ERP systems, such as UMOJA finance and business intelligence modules, is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required; knowledge of French is desirable.
