Org. Setting and Reporting The position is located in Financial Services (FS) of the Pension Administration of the United Nations Joint Staff Pension Fund (UNJSPF). The Budget Unit of Financial Services supports all entities of UNJSPF (Pension Board Secretariat, Pension Administration, Office of Investment Management) in the preparation, submission and presentation of the Funds Budget. The incumbent reports to the Chief Financial Officer, who is responsible for the overall budgetary, financial and accounting operations of UNJSPF.

Responsibilities Within delegated authority, the Budget Officer will be responsible for the following duties:

Programme Plan:

•Reviews, analyses and finalizes the preparation of the programme plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized inter-governmental bodies. •Provides substantive support to relevant intergovernmental and expert bodies in their review of the programme plan and its revisions; assists in securing approval from the General Assembly. •Ensures legislative mandates are accurately translated into programme budgets. Budget preparation: •Drafts and issues instructions for the proposed budget and performance report preparation, including templates, for functional leaders and all entities of the Fund •Provides support to managers with respect to the elaboration of resource requirements for budget submissions. •Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements of the Fund in compliance with the UN budget guidance and the financial rules of the Fund. •Provides detailed input with respect to resource requirements for budget submissions to the Pension Board prior to finalizing the budget submission to the Fund’s governing bodies. •Provides substantive support to the Pension Board and relevant intergovernmental and expert bodies in their budget review; assists in securing approval from the General Assembly. •Facilitates the calculation of the cost of services provided to the United Nations Secretariat for the secretariat of the United Nations Staff Pension Committee and liaises with and provides input to the UN Secretariats Office of Programme Planning Finance and Budget.

Budget administration:

•Issues allotments, authorizes sub-allotments, including redeployment of funds when necessary, ensuring appropriate expenditures. •Manages and monitors budget implementation and recommends reallocation of funds as necessary. •Monitors expenditures to ensure that they remain within authorized levels. •Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures. •Prepares budget performance submissions. •Reviews and finalizes budget performance reports, analyzing variances between approved budgets and actual expenditures. •Provides substantive support to relevant intergovernmental and expert bodies. •Prepares monthly reconciliations of the amounts payable and receivable from the United Nations under the Service agreements between the United Nations and the Fund. •Calculates, apportions and invoices Member Organizations of the Fund •Controls travel expenditures for the Pension Board Members charged to the regular budget of the United Nations. •Undertakes the establishment, redeployment and abolition of posts in UMOJA.

Financial Reporting: •Supports the preparation of the Fund’s annual financial statements under IPSAS/IAS with respect to the Fund’s administrative expense. •Converts and reconciles the administrative expense in UMOJA (modified cash bases) to accrual bases under IPSAS. •Liaises with all other entities in the Fund to establish and maintain records for fixed and intangible assets.

General: •Provides advice and guidance, including training, to UNJSPF staff on budgetary and financial policies and procedures, including results-based budgeting. •Participates in Fund internal and external meetings and/or technical survey missions on matters related to resource requirements, programming and budgetary issues. •Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to program budgets, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures. •Drafts reports for intergovernmental bodies and for management on budgetary issues, and correspondence. •Undertakes research and analysis of budgetary policies and procedures, makes recommendations for changes and/or modifications. •Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules. •Ensures the integrity of financial and management systems and the controls that underpin them. •Provides support with respect to representation of the Fund in meetings of legislative organs. •Plans, organize, manage and supervise the work of the Budget Unit. •Incumbents may be asked to perform other related duties.

Education Advanced university degree (Master’s degree or equivalent degree) in Business Administration, Finance, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years progressively responsible experience in finance, administration, budget, business administration or related field is required.

Experience in the research and analysis of budgetary policies and procedures and formulating recommendations for management, financial reporting under IPSAS, as well as the United Nations UMOJA system is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English (both oral and written) is required; working knowledge of another official UN language is desirable.

Special Notice The UNJSPF is an inter-agency body established by the United Nations General Assembly in 1949. The Pension Fund pays benefits in 17 currencies to about 80,000 beneficiaries who reside in more than 190 countries, and services more than 130,000 participants who work in the 25 Member Organizations of the Pension Fund. The applicable human resources procedures are governed by a Memorandum of Understanding (MoU) between the Fund and the UN Secretariat.
