Org. Setting and Reporting TThe United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

This post is located in the Ecosystems Division, UNEP, at the Nairobi duty station. Under the direct supervision of the Senior Administrative Officer, the incumbent will be responsible for the following functions:

Responsibilities 1. Manage designated programmes and projects: Certify that proposed obligations or disbursements are: a). raised in accordance with existing UN Financial Rules and Regulations; b). raised in accordance with the purpose for which the relevant appropriation was approved and the allotment made; c). can be met from the available balance of the allotment to the relevant account, with due regard to future expenditure.

2. Manage sub-programme resources: a). maintain and update sub-programme specific management information on the status of the Environment Fund, Trust Fund, Counterpart Contribution allocations, Regular Budget, Trust and Environmental Support Funds; project commitments, proposals, revisions, extensions and expenditure reports; b). liaise with implementing external organizations, UNEP/ Ecosystems Branch Managers and Programme Managers to resolve priorities and conflict situations; c). liaise with funding organizations on sub-programme related Trust Fund or Counterpart Contributions; d). provide input to the Chief of the Unit; e). provide ad-hoc reports to the Chief of the Unit or other UNEP/Ecosystems management.

3. Support and facilitate preparation and approval of projects: a). coordinate the preparation of projects in cooperation with concerned UNEP Programme Managers and/or external implementing organizations ensuring that project documents and revisions are: (i) consistent with the strategies, objectives and goals approved by the Governing Council of UNEP; (ii) consistent with approved UNEP work programmes and management directives, and in accordance with UNEP guidelines on project design; (iii) within allocated resources and in accordance with UN and UNEP financial rules and regulations: b). support and provide direct professional guidance in all aspects of programme structuring and project design; c). provide direct input particularly in the planning of resource utilization and budgets; d). facilitate the approval of projects and revisions within UNEP; e). coordinate and facilitate the necessary administrative measures required after project/revision approval.

4. Manage and monitor fund management side of the project implementation: a). ensure consistency with policy, agreement, directives, guidelines, rules and regulations in the fund management implementation of approved projects; b). solicit interim and terminal financial reports, review and reconcile reports; c). coordinate revision of projects; d). control project budgets; e). maintain and update information on the status of project related Counterpart Contributions; f). Review financial aspects of the project related Letters of Agreement; g). approve and initiate disbursement of funds; h). Review and certify obligations and disbursement documents; i). Undertake administrative and financial action for directly supervised internal projects; j). Coordinate the actions required for closure of completed projects; k). Provide information to Programme Managers and Officers and external implementer of changes in policy guidelines

CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master's degree or equivalent) in Accounting, Business Administration, Finance, Economics or Law or related fields is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of relevant working experience in financial management, administration and planning is required. Experience in management of public funding, grant management and interaction with public funding institutions in an international context is highly desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other UN official language(s) would be an advantage.

Special Notice This position is temporarily available for a period of 4 months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.

While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
