ABOUT WFP

The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. We are the world’s largest humanitarian organization, saving lives in emergencies and using food assistance to build a pathway to peace, stability and prosperity for people recovering from conflict, disasters and the impact of climate change.

The World Food Programme’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, to provide life-saving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.

Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and build the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:

  • Strategic outcome 1: Crisis-affected people in the Philippines are able to meet their food and nutrition needs during and immediately after an emergency.
  • Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
  • Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
  • Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

ORGANIZATIONAL CONTEXT

The job holder reports to Resource Management Officer or the designate. At this level, the job holder is expected to take responsibility for Finance and Administration.

The position supports the collation, maintenance, analysis and reporting of information to maximise the effectiveness of financial services. It supports the delivery of quality, customer-focused, value for money administrative services that enable staff in country/location operations to deliver assistance to beneficiaries, in line with WFP’s strategy.

KEY ACCOUNTABILITIES (Finance)

1. Maintain awareness of corporate finance and resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.

2. Report on key data for financial status and outcomes of projects in accordance with corporate governance requirements, ensuring accuracy, deadlines, and accounting processes are complied with.

3. Review bank reconciliations, disbursements, clearance of receivables, overall cash management and monthly financial closures on a regular basis in accordance with corporate requirements.

4. Collate data and contribute to preparation of accurate and timely reporting, providing management with financial, staffing and resource usage information to enable them to make informed decisions.

5. Track and collate data to support others to improve policies, systems and procedures in order to minimise financial risks, improve the efficiency and effectiveness of operations, and ensure services are aligned with business objectives.

6. Contribute to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

7. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analysis and queries.

8. Represent as alternate to the RMO at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

KEY ACCOUNTABILITIES (Admin)

9. Contribute to a WFP country plan, including finance administrative processes, aligned with country and wider WFP strategies and policies to facilitate efficient and effective administration services.

10. Support the development of annual plans and implementation of policies, systems and procedures to support WFP strategic objectives.

11. Support management of existing resources in the area of responsibility (e.g. WFP managed facilities, assets, protocol, fleet, travel management and micro purchases) and assist in identification of new requirements aiming at efficiency, cost-effectiveness and timeliness of operations and services.

12. Facilitate the compliance of the services provided with the corporate Occupational Safety and Health Policy.

13. Support a culture of environmental sustainability throughout WFP by role modelling actions that drive sustainability in all administrative activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Finance, Business Administration, Accounting, or related fields, or First University degree in the same subject(s) with additional years of related work experience. Membership in an internationally recognized professional accountancy body such as the Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent would be an added advantage.

Experience: 6 years or more experience in finance and /or administration with progressive responsibilities undertaken out of which 2 years at supervisory level.

Language: Ability to communicate (written and oral) fluently in English.
