PURPOSE OF THE POSITION:

The role ensures that all financial accounting follows relevant GAAP standards and that accurate financial reports are produced and maintained for the regional office’s core budget and projects. This role champions financial stewardship, accountability, and the integrity of all transactions. Key responsibilities include managing the RO’s financial risks, ensuring compliance with tax laws, financial regulations, and statutory reporting requirements, and overseeing external audits. The officer also handles all administrative and fiduciary obligations in Thailand related to the Regional Office. Additionally, this position provides direct support to the Regional Finance Director, contributing to leadership and decision-making on financial accounting matters within the East Asia Regional Office

MAJOR RESPONSIBILITIES:

FINANCIAL MANAGEMENT

  • Provide leadership to the Regional Office Financial Management including day-to-day finance operation in Regional Office.
  • Implement and ensure the smooth operation of all the partnership systems. This includes but not limited to Accounts Payable, Account, Budgeting and Staff Travel Advances and Expenses.
  • Provide monthly analysis of core and project financial report and timely feedback to management for decision making

Office Registration and Government Reporting Requirements

  • Lead the process of RO registration in Thailand every 2 years, by working with relevant stakeholders, outsourced company, and staff to gather adequate information timely to support the process.
  • Lead the process of regularly- required reports to related government ministries, ensuring timely, complete, and accurate report submission

ACCOUNTING AND REPORTING

  • Maintain accounting records using systems processes and internal controls tools that are in compliant with WVI Financial Manual procedures, polices and donors.
  • Reconcile more complex or difficult accounts that require in-depth analysis and research.
  • Reviewing for completeness, accuracy and alignment with contracts, guidelines and/or policies and make adjustments.
  • Ensure that all bank accounts have accurate bank reconciliations.
  • Point of contact with GC relating to international payroll and GL matters.
  • Prepare and file annual tax returns of expatriates.
  • Prepare/assist with providing appropriate accounting information and reports, including but not limited to: -
  • Monthly Financial RepAcort and Year End Reports
  • Projects, Variances and Management Reports
  • Assist with Annual Budgeting and Quarterly Forecasts
  • Assist in the internal and external Audits and ensure that preparation of audit documents and Audit issues are addressed.
  • Reconciliation inters account code and SA cost that charge from GC, Felid Offices.
  • Prepares National Office Special Request Form (IA305) for Vendors, consultant -staff & external consultant and initiates request for payments. Ensures precise office codes and account codes are included before forwarding payment requests.
  • Prepare funding forecast and submit it to relevant GC & RO function every months

RISK MANAGEMENT AND QUALITY ASSURANCE

  • Identify overall financial risks within the RO, propose and discuss with RFD on strategy to mitigate those risks
  • Identify statutory compliance requirements, taxation, payroll, external audits, and other reporting requirements, and take actions to ensure RO are fully complied with them
  • Improve program and service quality by analysis, recommendation of options and documentation of Finance best practices.
  • Support the Finance Director in addressing the quality and compliance of financial procedures, polices, systems and financial needs of RO and its regional projects.

INTERNAL & EXTERNAL LIAISON AND COORDINATION

  • Work closely with Shared Services team on financial activities responsible by them
  • Work closely with finance team to ensure clear work allocation between the two ROs.
  • Contribute to team effort within Finance Department, across functions and Field Offices through technical guidance and support.
  • Maintain good relationships with other World Vision offices, banks and auditors.

LEADERHISP, OVERALL OFFICE MANAGEMENT & GENERAL

  • Provider leadership to the RO Finance & Admin team, ensuring good performance as well as meeting quality of the work
  • Share / facilitate access to Finance resources, database and appropriate learning and support opportunities to other RO finance staff.
  • Manage fixed asset inventory in the office and physically verify with finance staff, ensuring complete and timely update of the assets inventory
  • Maintain professional and technical knowledge by attending education workshops and relevant partnership capacity building initiatives.
  • Occasional Travel to participate in training and workshops
  • Participate in devotions and other activities that enrich and develop mutual growth in Christ.
  • Perform any other tasks assigned by the Finance Director.
  • Support in managing the events hosted in Bangkok as per the need
