Organizational Setting

FAO in Lao PDR is implementing the project “Assistance for Smallholders and Socially Vulnerable to Preventing Spread of the COVID-19 in Lao PDR” no OSRO/LAO/100/JPN. The project is funded by the Government of Japan. This project targets 7 000 most vulnerable households (approximately 37 100 people) who have been most impacted by COVID-19, in particular women-headed households, women producer groups, youth and returning migrant workers in Luang Prabang and Oudomxay Provinces. They will receive COVID-19 risk awareness raising and protection measures, and a support for more resilient crop, agro-forestry and livestock-based livelihoods. Simultaneously, the project will strengthen the COVID-19 risk management capacity of provincial and district level authorities, including the health, disaster risk management, social welfare and labor, agriculture and other concerned sectors through a multi-hazard approach.

Reporting Lines

Under the overall guidance of the FAO Representative in Lao PDR and direct supervision of the International Operations Specialist and in close collaboration with the National Project Management Officer and Project Coordinators.

Technical Focus

The incumbent will be primarily responsible for supporting the successful implementation of the project on the ground:

Tasks and responsibilities

  • Drive office vehicle for the transport of authorized personnel in the city and on field trips in the provinces;
  • Meet official personnel at the airport and facilitating immigration and customs formalities as required;
  • Responsible for the day-to-day maintenance of the assigned vehicle, including check oil, water, battery, brakes, tires, perform minor repairs and arranging for other repairs and ensure that the vehicle is kept clean;
  • Ensure that standard accessories such as, spare wheel, tow, rope, jack and other necessary tools are inside the care and in excellent working condition. Ensure that fire extinguisher and first aid kit are always in the car with valid usage dates and notify the operations staff of approaching validity dates of these items;
  • Log official trips, daily mileage, gas consumption, oil change and greasing;
  • Ensure that all vehicle logbooks are always up-to-date, accurate, and stored inside the vehicle. On regular intervals, the logbooks are submitted to Operations staff for review.
  • Be familiar and respect all traffic rules, speed limits and drive according to the road and weather conditions and thus ensuring maximum safety of the vehicle and passengers;
  • Ensure mandatory use of seat belts by everybody travelling in the vehicle;
  • Abstain from alcohol consumption while on duty;
  • Ensure that the steps required by rules and regulations are taken in case of involvement in car accident;
  • Deliver and collecting of mails, documents, and other items from and to the post office, government agencies and other institutions;
  • Assist staff in performing simple clerical duties, such as filing, document binding, record keeping, answering telephones as needed.
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • High school diploma
  • At least 3 years of relevant work experience.
  • Working knowledge of English language.
  • National of Laos.

  • At least 1 year experience with the INGOs, UN agencies or development partners would be an advantage.
