Org. Setting and Reporting The United Nations Office at Nairobi (UNON) is the United Nations headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the United Nations Human Settlements Programme (UN-HABITAT) and the Resident Coordination System (RCS) globally, as well as other United Nations offices in Kenya, by providing administrative, conference and information services (www.unon.org).

This post is located in Facilities Management and Transportation Section (FMTS), Central Support Services, Division of Administrative Services, UNON. This position reports to the Deputy-Chief, Facilities Management & Transportation Section. Within delegated authority, the Facilities Engineer will be responsible for management and oversight of section engineering related infrastructure construction, operations, maintenance and environmental sustainability activities, at the United Nations Office at Nairobi (UNON), and as such apply professional engineering knowledge and expertise in performance of the following duties:

Responsibilities - Provides effective and timely planning. oversight, management and coordination of section engineering related infrastructure, construction, operations, maintenance and environmental sustainability activities. - Inputs into section multi-year plans and budgeting activities, for amongst others, environmental upgrades and improvement projects, with a specific focus on utilities such as power, water, waste-water and waste services, including increased implementation of renewable technologies and energy production capacities. - Inputs into and supports ongoing capital construction, alterations, improvements and major maintenance projects to facilitate development of new innovative technical and environmental solutions to support section objectives and environmental targets. - Applies commonly used engineering calculations, practices and precedents in completing portions of larger projects related to the design, construction, or repair of buildings, waste disposal systems, water treatment facilities, electrical power generation and distribution systems, environmental control systems, and other related structures and activities. - Develops, and or oversees section staff, to develop technical data including plans, designs and specifications for projects, construction and related documents, such as bills of quantities and drawings sufficient for tender out of construction works - Conducts preliminary site investigations to obtain field data such as soil characteristics, drainage and other data required for building site selection. - Develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. - Estimates costs of resource efficient retrofits of existing buildings, facilities, and systems to determine feasibility of new infrastructure and construction works, retrofits and or replacement projects. - Produces cost data and estimates on engineering-related requirements of current and planned projects. Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources. - Liaises, coordinates and provides management oversight and technical guidance to other section engineers and facilities specialists responsible for related works phases to arrive at mutually satisfactory approaches to problems. - Conduct investigations to develop improved designs and construction techniques. Conducts research on development of new technical systems and follow development to identify improved methods and equipment. - Provides professional guidance for and supports section environmental strategies and objectives, and leads the implementation, monitoring, evaluation and reporting of section environmental targets and associated projects on annual basis. - Formulates and ensures inclusion of environmental procedures, standards and guidelines for all construction and maintenance works carried out at the UNON complex, including concepts, designs, feasibility studies and upgrade, improvement and life cycle replacement plans for utilities related infrastructure and operations. - Coordinates implementation and manages all activities related to the UNON (environmental management system) EMS, related external ISO 14001 certification and compilation, evaluation and distribution of facilities related environmental performance data and statistics on annual basis. - Participates in inter-agency environmental sustainability working groups to support common environmental targets and objectives. Supports, trains and builds capacities of section staff in environmental sustainability efforts. Participates in technical committees to evaluate project proposals to ensure functional and operational feasibility. - Prepares reports for management on progress and matters of a technical nature. - Performs other related tasks as assigned.

Education Advanced university degree (Master's degree or equivalent) in civil, electrical and mechanical engineering or another related field, is required. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Additional certification in an environmental and or renewable energy related field is desirable.

Work Experience A minimum of five (5) years of progressively responsible experience in engineering or related field, is required.

Experience in the implementation and management of environmental sustainability and or energy engineering projects, including environmental upgrade or retrofit projects is required.

Proficiency in use of REVIT and or AutoCAD software is required.

Experience in planning, coordination, and management of engineering projects with specific focus on utilities, such as, power, water, waste-water and waste services, is required.

Practical experience with planning, coordination, and implementation of an environmental management system (EMS) and or with an environmentally certified building, is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Knowledge of other UN official languages is an advantage.

NOTE: "Fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of' confident" in two of the four areas.
