Background

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997. UN Women Palestine Office focuses its activities on one overarching goal, namely, to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal, and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Mainstreaming gender in governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

In line with the Palestinian Government’s commitment to combat Violence against Women (VAW), and in full partnership with the security, justice and social sectors’ actors, including the Palestinian Civil Police (PCP), the Attorney General Office (AGO), the High Judicial Council (HJC), Sharia Courts and the Ministry of Social Development (MOSD); UN Women in Palestine is currently implementing jointly with UNDP and UNICEF the SAWSAYA II Programme “Promoting the Rule of Law in Palestine”.

The Programme supports the process of institutionalization and capacity development of the security, justice and social sectors. Under this Programme, UN Women is working in close cooperation and coordination with the PCP, HJC, AGO and MoSD on gender mainstreaming and the institutionalization of gender responsive services, by targeting relevant departments and units within these institutes, namely the Police Family & Juvenile Protection Unit (FJPU), the One Stop Centre (OSC), the Specialised Prosecution on Protecting Family from Violence (SPP), and Women Protection Unit at the MoSD (WPU), the VAW specialized judiciary at HJC.

UN Women through “Sawasya” joint programme supported the establishment of a Dialogue Platform in 2017 between the justice, security and social interlocutors, including the FPJU, SPP, HJC and WPU, with the aim of enhancing collaboration and strengthening coordination between the three sectors in the management of VAW cases, and ensuring the provision of gender sensitive services using a multi-sectoral complementarity approach. Based on the dialogue meetings’ recommendations and the discussions with partners, the targeted sectors are keen to strengthen the coordination and the discussion in a systematic manner to address the key challenges and gaps facing their daily functions in the management of VAW cases, and the cases of women inmates (women in conflict with the law) at the policy and operational levels.

Objectives of the assignment:

  • To facilitate regular dialogue sessions between stakeholders from the social, security and justice sectors on topics of mutual concern and interest.
  • To prepare a narrative report on each session, covering main points discussed, points of agreement, suggestions and recommendations.
  • To ensure proper and regular update from stakeholders on the status of implementation of the sessions’ recommendations.

Duties and Responsibilities

Under the overall supervision of the UN Women Special Representative in the State of Palestine, the direct supervision of SAWASYA UN Women Programme Specialist, and working in close cooperation and coordination with UN Women technical team, the selected consultant will undertake the following tasks, duties, and responsibilities:

1. Inception phase:

  • To meet with relevant stakeholders and UN Women to prepare for the assignment and identify topics of the dialogue sessions.
  • To prepare an inception report that includes the workplan with timeline, the methodology reflecting the discussions with the stakeholders and UN Women, and key deliverables.

2. Implementation phase:

  • To meet with UN Women and relevant partners to collect data and get a background about the topics that will be discussed in the sessions.
  • To facilitate stakeholder dialogue sessions per the following:
  • Five (5) dialogue sessions (a bi-monthly meeting) between the Public Prosecution and High Judicial Council relevant teams, on topics related to the protection of women victims and survivors of violence in court.
  • (Five) 5 dialogue sessions (bi-monthly meeting) between the Public Prosecution and Palestinian Civil Police relevant teams, on topics related to the protection of women victims and survivors of violence.
  • Three (3) dialogue sessions (quarterly meeting) between all stakeholders, such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams, on topics related to protection and access to justice to women victims and survivors of violence.
  • Three (3) dialogue sessions (quarterly meeting) between all stakeholders such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams, on topics related to the protection, fair trial and integration of women in conflict with the law.
  • Three (3) dialogue sessions (quarterly meeting) between all stakeholders- under the leadership of the Ministry of Women’s Affairs, such as the Public Prosecution, High Judicial Council, Ministry of Social Development and Palestinian Civil Police relevant teams to review VAW serious cases.

3. Reporting:

  • To prepare a report on each session, including main discussed points, key observations, and recommendations and share it with UN Women and relevant stakeholders.
  • To prepare a final narrative report, highlighting main achievements, challenges, opportunities and recommendations for ways forward.

Deliverables:

  1. An approved workplan with methodology and timeframe. (Two weeks after the signing of the contract)
  2. A report on each session, including main observations, key points discussed, and recommendations. (Monthly report)
  3. An approved final narrative report. (Two weeks before the end date of the contract)

Required Skills and Experience

Education:

  • A BA degree in law, gender, criminology, social studies, or any other related field. A Master’s degree is an asset.

Experience:

  • At least 3 previous experiences with the justice and security sectors.
  • At least 3 previous proven experiences in facilitation, preferably with the justice and/or the security sectors.
  • At least 5 years of experience in the field of gender equality, and violence against women.
  • Experience with the UN system or/and International Organizations.

Language Requirements:

  • Fluency in Arabic and professional knowledge of English.

Evaluation Criteria:

This SSA modality is governed by UN Women General Terms and Conditions. UN Women will only be able to respond to applicants who meet the minimum requirements.

Evaluation of applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above, and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation. Only candidates obtaining 30/50 in the desk review will be considered for Technical Interview.

Technical Evaluation (70%) – max. 70 points.

Desk review: (max. 50/70 points):

  • A BA degree in law, gender, criminology, social studies, or any other related field. A Master’s degree is an asset. (max. 10 points)
  • At least 3 previous experiences with the justice and security sectors. (max.5 points)
  • At least 3 previous proven experiences in facilitation, preferably with the justice and/or the security sectors. (max. 20 points)
  • At least 5 years of experience in the field of gender equality, and violence against women (max. 10 points)
  • Experience with the UN system or/and International Organizations. (max.5 points)

Technical interview: (max. 20/70 points)

Financial Evaluation (30%) – max. 30 points.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

Using the following values:

p = points for the financial proposal being evaluated

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Financial proposal. Shortlisted candidate will be requested to submit a financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and any related expenses, i.e. travel and communications expenses.
