Org. Setting and Reporting The Facilitation (FAL) Section of Aviation Security and Facilitation (ASF) in the Air Transport Bureau (ATB) is one of the four Sections, charged with delivering results with respect to ICAO’s Strategic Objective – Security and Facilitation. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, found in Annex 9 — Facilitation to the Convention on International Civil Aviation, and to support Member States with their implementation of SARPs. The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups. The Section is equally responsible for activities related to the operation of the ICAO Public Key Directory (PKD) and the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, the work programme of the Technical Advisory Group on Traveller Identification Programme (TAG/TRIP) and its working groups. It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.

The incumbent reports to the Chief, Facilitation Section (C/FAL). S/He manages and oversees the work of other Facilitation technical officers and Consultants specifically hired to support the work on Facilitation matters. It is expected that the incumbent will work autonomously, consulting and collaborating with other Technical Officers and C/FAL, as necessary.

Responsibilities Function 1 (incl. Expected results) Coordinates the work to be developed and implemented in relation to Annex 9 – Facilitation, achieving results such as: •Maintain Annex 9 – Facilitation, support its revision and amendment and manage the development of related guidance material. •Second C/FAL in her role of Secretary of the Facilitation Panel •Develop Annex 9-related working papers, informal briefings, analyses and reports for the ICAO Assembly, the ICAO Council, the Air Transport Committee, the Facilitation Panel and its working groups and other conferences. •Participate in the discussion of such papers and studies and initiate required implementation and follow-up action. •Compile, maintain and analyze information related to the facilitation programme of States, including their compliance and differences with Annex 9 in the EFOD system as well as their progress and accomplishments. •Prepare correspondence and technical facilitation-related analyses for transmittal to Member States and other international organizations. •Maintain liaison with, and provide specialized advice to, other Sections within ICAO Headquarters and to the ICAO Regional Offices, and relevant international organizations. •Undertake missions to States and participate at meetings of other international organizations and at international meetings on policy and technical aspects of facilitation, as required.

Function 2 (incl. Expected results) Coordinates the work to be developed and implemented in relation to the health-related provisions of Annex 9, achieving results such as: •Provide input to draft legislation to regulate the collection, transmission, use, retention and sharing of passenger health-data in compliance with internationally recognized standards and human rights •Identify gaps among Annex 9 SARPs on border management notably in relation to public health control at the borders and provide inputs for new/revised health-related SARPs in Annex 9 and related guidance material. •Coordinate the participation on facilitation matters in Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation (CAPSCA) and other international organizations meetings/teleconferences related to international public health issues, as required. •Support organization and implementation of sub work group meetings on Annex 9-related public health issues, as required. •Keep abreast of significant trends and technological developments in the field of health certificates used in the context of air travel and propose recommendations to amend Annex 9.

Function 3 (incl. Expected results) Enhances States’ compliance with Annex 9 – Facilitation SARPs, achieving results such as: •Provide guidance to the Regional Offices in their support of national authorities in the implementation of Annex 9 SARPs. •Support the organization and execution of the Facilitation-related sessions in high-level, global and regional conferences, as required. •Support the development and implementation of Annex 9 Facilitation Implementation Seminars in coordination with the Regional Offices and the Global Aviation training (GAT) Section. •Support the development of project proposals for promoting implementation of Annex 9 health-related SARPs. •Coordinate with Regional Offices and national focal points for facilitation on completion of Annex 9 Compliance Checklist in the Electronic Filing of Differences (EFOD) system, and other facilitation-related matters.

Function 4 (incl. Expected results) Provides advice and technical assistance to States on Annex 9 – Facilitation matters, achieving results such as: •Provide required support for technical assistance on Annex 9-related matters and associated guidance material. •Participate in ICAO events, such as the Traveller Identification Programme (ICAO TRIP) Symposia and Facilitation seminars. •Support organization and execution of technical needs assessments and assistance projects. •Promote and support implementation and capacity-building cooperative arrangements and projects with interested international organizations, sub-regional groups of States and other stakeholders in relation to Annex 9. •Ensure Annex 9 and related guidance material on the ICAO website is current, and update as required.

Function 5 (incl. Expected results) Coordinates with States, ICAO Regional Offices, other ICAO Bureaus and the aviation security and facilitation stakeholders and provide organizational support to the Assembly, Council, Air Transport Committee (ATC), and other deliberative bodies of the Organization on Facilitation-related matters, as required, achieving results such as: •Maintain effective liaison with relevant governmental authorities, ICAO’s Regional Offices, other ICAO Bureaus, CAPSCA, and with the various stakeholders involved, as appropriate, to promote global implementation and harmonization of Annex 9 SARPs and related guidelines. •Engage international organizations in ICAO-led coordinated ICAO facilitation efforts. •Follow up States’ responses to relevant State letters and surveys in order to encourage action. •Participate in secretariat support to the Assembly, Council, Air Transport Committee and other bodies, as required. •Serve as technical adviser to committees, international meetings or components of such meetings.

Education A first level university degree, preferably in air transport, international affairs, business administration, security or law, or in a related field.

Work Experience A minimum of ten (10) years’ experience of air transport facilitation-related matters applied to border management is required Experience of public health issues in aviation is desirable.

Languages Essential - Fluent reading, writing and speaking abilities in English.

Desirable - A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

Remuneration: Level P-4 Rate Net Base Salary per annum + Post Adjustment (net) per annum(*) USD $74,913 + USD 32,887
