Facilitation Communications Consultant, FAL, ATB

Result of Service The performance of the incumbent greatly contributes to the effectiveness of the Facilitation Section and client perception of its services in terms of timely accomplishment of events and working papers related to the development of the international framework of ICAO Standards and Recommended Practices (SARPs).

The impact of the functions on the Organization as a whole are significant as the Member States should be enabled to fully benefit from the incumbent’s expertise in assisting in the preparation and conduct of Facilitation-related events.

The incumbent is responsible, under the direction of the Chief, Facilitation Section, for his/her actions and decisions as well as for the quality of services delivered to Member States.

Expected duration The selected consultant is expected to be employed within the period of 4 July to 29 December 2022 for 125 working days, with the possibility of extension to 30 June 2023.

Duties and Responsibilities THE ORGANIZATIONAL SETTING

The Facilitation (FAL) Section is one of the four Sections of the Aviation Security and Facilitation (ASF) Branch in the Air Transport Bureau (ATB) charged with delivering results with respect to ICAO’s Strategic Objective – Security and Facilitation. Its primary responsibility is to develop and update Standards and Recommended Practices (SARPs) related to the facilitation of the international air transport system, found in Annex 9 — Facilitation to the Convention on International Civil Aviation, and to support Member States with their implementation of SARPs.

The Section manages and oversees the work programme of the Facilitation Panel (FALP) and its respective working groups. The Section is equally responsible for activities related to the operation of the ICAO Public Key Directory (PKD) and the ICAO Traveller Identification Programme (ICAO TRIP) Strategy, which includes the development of specifications for Machine Readable Travel Documents (MRTD), published as Document 9303, and the work programme of the Technical Advisory Group on Traveller Identification Programme (TAG/TRIP) and its working groups. It provides support to the Assembly, Council, Air Transport Committee (ATC) and the PKD Board.

The incumbent reports to the Chief, Facilitation Section (C/FAL), from whom s/he seeks advice and guidance on difficult or challenging matters, and supports the work of other Facilitation Technical Officers and Consultants specifically hired to support the work on Facilitation matters. It is expected that the incumbent works autonomously, consulting and collaborating with other FAL Administrative staff, Technical Officers, C/FAL and senior management of the Branch and Bureau as well as the ICAO External Communications Team, as necessary.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results) Provides support to the development and updating of FAL communications channels.

• Lead the design, development and implementation of an innovative FAL global communications strategy, taking into account ICAO and FAL priorities;
• Communicate updates on developments in the FAL work program relevant to the wider community, such as evolution of Annex 9 — Facilitation SARPs, work of Panels, Working Groups and other bodies active in the FAL space, collaborations with sister UN organizations and other International Bodies and contributions of the FAL team to events;
• Enhance the visibility of ICAO FAL work through outreach and Search Engine Optimisation (SEO) efforts (Google and other search engines);
• Improve the design of the ICAO FAL public website and updating the contents of the site as necessary;
• Prepare material for and posting updates to ICAO FAL social media channels in line with ICAO’s communication policies and style guidelines for multimedia communication products;
• Review and analyze the ICAO TRIP platform, the ICAO PKD secure portal and other tools used for collaborating with the external FAL community and provide proposals on upgrading the structure and contents where relevant;
• Work closely with the Global Aviation Training Unit (GAT) on the promotion of FAL-related training initiatives;
• Works with communications partners in external organizations, including other UN bodies, as necessary, to ensure coherence and alignment in communications around topics of shared interest; and
• Provide support to the efforts of ICAO Regional Offices to communicate FAL-relevant information.

Function 2 (incl. Expected results) Promotes and supports all ICAO externally-facing FAL activities, including symposia, regional seminars, training activities, etc.

• Support the communications preparation and coordination of each FAL section event, including through collaboration with partners and co-organizers when necessary;
• Support communications around ICAO-relevant and Facilitation-relevant celebratory days, commemoration events etc.
• Ensure increased awareness of these activities amongst the global community and increased engagement of the community in these events moving forward;
• Ensure the on-going update of event agendas, contents and supporting materials as well as, presentation materials used;
• Advise on the use of programme content that is relevant and interesting for the intended target audiences and suggesting appropriate speakers and participants;
• Liaise with speakers, panellists, moderators, trainees and other participants to ensure readiness and preparation;
• Contribute to the preparation of speeches, presentations etc.;
• Advise on topics for online publications or other outreach material; and
• Prepare special events such as the 2023 International Day Commemorating Air Crash Victims and Their Families.

Function 3 (incl. Expected results) Contributes to the preparation of, and secures appropriate publication and promotion of externally oriented articles, reports, advertisements and online publications.

• Contribute, where appropriate, to the proper graphic design and implementation of the materials.

Qualifications/special skills Academic Qualifications:

Essential: - Advanced university degree in journalism, communications or equivalent.

Experience:

Essential: - At least 10 years of relevant experience in corporate communication, public information, journalism, international relations, media relations at national, regional or international arena; of this experience, at least six (6) years working for media (printed, TV and/or radio) and/or social media; - Demonstrated ability to manage multiple tasks simultaneously; and - Native English or equivalency required.

Desirable: - Communications experience with Government or international organizations is preferred; - Familiarity with and up-to-date knowledge of ICAO’s work on TRIP components, related technical specifications and guidance material, as well as relevant ICAO Annex 9 Standards and Recommended Practices (SARPs), the PKD and related initiatives such as the Health Master List (HML) is considered a strong asset; and - Experience with promoting programmatic work of international organizations.

Language:

Essential: - Fluent reading, writing and speaking abilities in English.

Desirable: - A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Please note that the monthly rate for Band B varies from CAD$ 5,097 to CAD$ 8,122.
