OBJECTIVES OF THE PROGRAMME

The Department of Coordinated Resource Mobilization leads a global coordinated resourcemobilization network to foster strategic, consistent and coordinated resource mobilization sufficient to support of WHO's General Programme of work and its Programme Budget. In so doing it promotes the principles of

(i) alignment of funding to WHO's Programme Budget,

(ii) predictability and flexibility of funding,

(iii) reducing the financial vulnerability of WHO through expansion of the donor base and

(iv) continued enhancement of the transparency and reporting of WHO's funding and associated outcomes.

DESCRIPTION OF DUTIES

- Provides specialized expertise, advice and input into the development and implementation of the FCI action plan and specific activities and tools, such as donor landscaping and prospecting, grant proposals and partnership plans and donor relationship management.

- Seeks to identify opportunities to leverage synergies across the Resource Mobilization department (CRM) and with key fundraising initiatives undertaken by other HQ units, and regional and country offices to deliver more comprehensive and greater impact.

- Supports other FCI staff in the development and implementation of fundraising strategies in particular for transformation initiatives such as the Science Division with the intention of taking over the management of the latter strategy during a staff maternity starting in Jan 2021.

- Directly manages the relationships of 1-2 major partners with the objective of expanding the strategic nature of these partnerships and its financial support; acts as focal point to identify prospective new donors and supports the team in devising prospecting plans and outreach.

- Identifies fundraising training needs; provides and organizes specialized training for staff to build expertise; helps draft and produce guidance and other types of support that add value to fundraising efforts undertaken by other units.

- Conducts a screening of partnerships held with philanthropic foundations entertained by technical units to better understand these relationships and identify potential for expansion. This will be done in close collaboration with the technical units.

- Conducts any other tasks during the time of the maternity replacement of a team member that are part of responsibility of this team member, e.g. work on transforming and shaping of WHO's strategic engagement model with foundations and participate in a coordinated approach to WHO's engagement with foundation.

- Performs all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in development studies, management, international relations, public health, economics or other social or health sciences related to the functions of the position.

Experience

Essential: A minimum of 7 years of professional experience in the management of resource mobilization related activities within an external relations context and an established network within the contributor/partner community. Explicit experience in fundraising strategies and activities, as well as experience in the area of developing and establishing policies and strategies. Demonstrated experience at the international level. Desirable: Experience in the UN system.

Skills

Strong skills in the area of developing and establishing polices and strategies.

Strong understanding and proven experience in mobilizing resources as well as broad experience in external relations roles.

Ability to engage, build consensus and communicate effectively and diplomatically with partners.

Commitment to collaborate effectively with other key partners in the subject area.

Respected level of technical expertise and knowledge in the area of resource mobilization.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5324 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
